APPOINTMENT FACTORS:  This is a Permanent Excepted Service position. This is a bargaining unit position.

NATIONAL GUARD MEMBERSHIP REQUIRED:  This is an Excepted Service position that requires active membership in a compatible assignment in the Missouri Army National Guard. Selectee will be required to wear the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member in the Missouri Army National Guard must be eligible for immediate membership and employment in the Missouri Army National Guard in the military grade listed in this announcement. MILITARY REQUIREMENTS: Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment.

Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor (grade inversion).

IMPORTANT NOTES: Permanent Change of Station (PCS) allowances are not authorized for this position. Required Security Clearance is Noncritical Sensitive.

Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination. 

This position may be filled at the GS-04 or GS-05 trainee grades or the target grade of GS-06. An applicant who is selected at one of the trainee grades will have potential for promotion to the target grade of GS-06 without further competition. Promotion to full operating/journeyman level will be made after qualifications and eligibility requirements have been met and the incumbent is performing at the higher level in a satisfactory manner.

Duties

Serves as a final reviewer of actions, which may include but are not limited to: accessions, promotions, transfers, boards, promotion eligibility; retirement eligibility; and actions that affect eligibility of educational or incentive benefits as well as sensitive and complex cases. Performs complete review of records and other case documentation to ensure that they are procedurally correct, complete, and documentation is sufficient for action being taken and that all levels of legal, medical, and administrative review have been completed. Insures that regulatory requirements related to the specific action are met. Identifies gaps or inconsistencies in the record and initiates action or interviews personnel to obtain needed data. Researches and obtains all necessary relevant information regarding cases and issues and provides explanations and interpretations of rules, regulations, procedures, and requirements pertaining to actions taken or recommended. Provides advice and guidance to other personnel on actions in areas of expertise, as well as, advice, instructions, and interpretations, as needed, to lower echelons. Provides support to maintain a variety of automated systems used to manage service members both locally and statewide. Reviews transaction reports from previous days inputs for errors, corrects inaccurate data, and resubmits transaction for update to Defense Finance and Accounting Service (DFAS) and local databases. Provides technical guidance and training to all supported activities concerning transaction processing and system software. Identifies training needs of system users and tailors training to meet those needs. Develops installation Program of Instruction (POI) and functional training package. Determines type, length and frequency of training. Participates in unit Soldier Readiness Processing (SRP) for those units whose service members are being mobilized to active duty. Performs other duties as assigned.
