Summary

This position is located in the Office of the Deputy Inspector General for Policy and Oversight (P&O), Technical Assessment Directorate (TAD).  The mission of TAD is to provide expert technical assessments that are timely, relevant, objective, independent, and affect improvements in defense system acquisition, operation, and sustainment by proactively addressing issues of concern to Congress, DoD, and the public.

Duties

Help

As Program Analyst, your duties will include, but not limited to:

  • Performing reviews and technical assessment of Department of Defense (DoD) programs functions and missions.
  • Developing plans and approaches for analyses and evaluations.
  • Conducting studies and evaluations.
  • Assigning and providing instructions to team members; training and reviewing work products.
  • Gathering data, reviewing documents, conducting site visits and interviewing staff.
  • Documenting findings, preparing reports applying relevant procedures and protocols.
  • Providing and justifying recommendations and conclusions; defining corrective actions and defending or coordinating recommendations as required.
  • Researching relevant law, regulation and policy in evaluations and assessments.

Other Position Requirements:

Position has been designated as Non-Critical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.  

New Hires are required to submit to urinalysis to screen for illegal drug use prior to appointment and are subject to random drug testing for the duration of service with DoD OIG.  Organizational entities within the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.

 

U.S. Citizenship is required for this position.

 

Up to 50% temporary duty (TDY) travel within the continental United States (CONUS) and outside the continental United States (OCONUS) may be required.

 

Permanent Change of Duty (PCS—Relocation) expenses WILL NOT be paid.

If you have not previously successfully completed a probationary period with the Federal Government in a similar position, you will be required to serve a two year probationary period.

Qualifications

The applicant must have 52 weeks of experience equivalent to the GS-11 grade level.  Specialized experience is defined as: 1) Regular work supporting or contributing to projects, program assessments or evaluations.  Typical duties include researching policies, directives or regulations and extracting information for projects; preparing portions of draft project or assessment reports and participating in staff interviews or onsite visits to gather information.  AND 2) Responsibility for assigned program reviews, assessments or participation in teams performing such assessments.  Typical duties include researching relevant law, regulation and policies; fathering data, reviewing documents, conducting site visits and interviewing staff; documenting findings and preparing reports; and developing draft recommendations and follow up plans.

Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level if qualifications.  These competencies include:

1.  Knowledge of evaluation standards of the President's Council on Integrity and Efficiency (PCIE).

2. Ability to develop assessment and evaluation plans.

3. Ability to develop plans, methodologies and approaches for analyses or evaluations conducted independently or as part of a team.

4. Skill in data collection and qualitative and quantitative analysis of data and information.

5. Ability to communicate effectively, orally and in writing.

6. Ability to prepare reports and to develop and track corrective actions.

Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

All qualification and Time in Grade requirements must be met by the closing date of this announcement

Highly-Qualified: This higher category will be used for those candidates who possess the type and quality of experience that exceed the minimum qualifications of the position, as determined by the job analysis.

 

Qualified: This lowest category will be used for those candidates that meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position. Candidates may require extensive training and/or orientation in order to satisfactorily perform the duties of the position.
