This position serves as Supervisory Accountant/Accounting Officer and is located in the Department of Defense, Office of Inspector General (DoD OIG); Financial Management Office. The travel section manages the Defense Travel System (DTS) within the DoD OIG, reviews accounting data related to travel or other areas to clear unliquidated obligations balances (ULO) and new unobligated (NULO) in the accounting system. In addition, this section interprets the Joint Travel Regulation for DoDOIG personnel and manages the Government Travel Charge Card (GTCC) Program and the Centrally Billed Account (CBA).

As a Supervisory Accountant may include but not limited to the following duties:
Supervises assigned staff. Plans and assigns work, delegates' responsibility, and establishes priorities. Administers leave policies and programs in affirmative action and equal employment opportunity. Counsels employees on performance and administrative issues; interviews candidates for positions and recommends or takes personnel actions. Establishes performance standards and evaluates performance and overall effectiveness in meeting office and Agency goals and objectives. Provides developmental activities for staff.
Performs detailed accounting and analytical duties regarding accounting of an analysis of appropriate funds. The incumbent comprehensive plans, analyzes and coordinates a great variety of complex functions, operations and processes in support of all accounting and travel programs under his/her purview. The incumbent provides critical analytical and continuity depth in support of complete life-cycle of accounting and travel programs.
Complete oversight (supervises and manages) of the total internal accounting function for the agency, comprising the three major accounting functions - financial reporting, cash management and internal controls, and cost accounting.
The position requires knowledge in the four broad types of Federal Government accounting positions, Accounting System Administrator, Systems Accountant, Staff Accountant, and Accounting Officer.
Performs a variety of assignments related to the preparation and maintenance of quarterly and year-end financial statements and related footnotes.
Reviews legislation, rules, regulations, and departmental guidelines for impact on the OIG's financial management activities (OMB Circular A-123, Appendix A).
Provides oversight of the travel section. This includes the operation of the Defense Travel System (DTS), the management of the Government Travel Charge Card (GTCC) program, the reconciliation of the centralized Billed Account (CBA) and the review of travel vouchers within the DoD IG.

A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
