This position is located at the Garrison Command Safety Office. 

As a Safety and Occupational Health Specialist, you will serve as the technical Explosives Safety Specialist, Installation Radiation Safety Officer (IRSO), Installation/Garrison Safety and Occupational Health Specialist and Safety Specialist governing the implementation of comprehensive Safety Programs for all activities assigned to the US Army Garrison, Fort Drum.  You will develop and review procedures for the design and operation of those portions of the Safety Programs you will be involved in.  You will provide continuous monitoring of the program in order to determine compliance with established policies and regulations and to determine the need for corrective actions and to identify areas where improvements to the programs can be made.  You will plan, organize, evaluate, coordinate, and assist in the implementation of these programs in the Garrison and tenant commands.  You will be responsible for developing objectives and programs consistent with the applicable Codes of Federal Regulations (CFR), Department of Defense Directives, Army Regulations and State Laws.  You will be responsible for reporting requirements, documenting findings from inspections and surveys, analyze data, and making recommendations for actions to preclude recurrence of those activities. You will investigate hazard reports and initiate remedial actions as they are found appropriate.  You will develop and provide training on a wide variety of topics to include radiation, explosives, and workplace safety programs.

  • This position requires the incumbent to complete Radiation Safety Officer Training (Basic, Advanced, and Shipping) and the training required for the awarding of the CP-12 Professional Certificate Level I and the Explosive Safety Professional Certificate Level I within the first year of employment.   

  • The selectee is required to submit to a pre-employment physical examination.

Qualifications

Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience includes experience such as:1. Explosive Safety, performing periodic and unscheduled inspections of facilities, warehouses, and maintenance operations and evaluates compliance with applicable regulations and hazard classification system. 2. Radiation Safety, which includes conducting training, surveys, wipe tests and close-out reports. 3. Applying analytical techniques to data obtained from safety investigations to create reports on the findings. 4. Preparing formal training materials and communicating standard safety and occupational health techniques and steps to training participants.  This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Knowledge of the Explosives Safety Program
  • Knowledge of the Radiation Safety Program
  • Knowledge of Safety Compliance Requirements
  • Knowledge of Reporting Requirements
  • Ability to Perform Safety Inspections

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify.  For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
