Fort Drum, the home of the 10th Mountain Division (Light Infantry), is located in Northern New York's picturesque North Country, one of the most historically unique and geographically beautiful areas of the United States, offering bountiful outdoor recreational opportunities from hunting and fishing to winter sports of all types. Fort Drum is approximately 30 miles from Canada, with the Great Lakes to the west, the Adirondack Mountains to the east, and the St. Lawrence River and Thousand Islands in between.

Help

This position is located in the Directorate of Public Works.
The incumbent will plan and direct subordinate engineering operations. Make recommendations on functional and organizational changes to supervisor, participate in management reviews of engineering operations and resource allocations, and assure implementation of established work improvement and simplification programs. Perform technical reviews of designs, plans, and project specifications for work to be accomplished. Discuss pertinent problems with responsible personnel; provide technical engineering guidance in view of local peculiarities; propose and discuss feasibility of modifications to plans and designs based on local technical or administrative issues, and discuss, clarify, and coordinate work requirements emanating from individual projects. Authorized representative of the contracting officer and/or division engineer for architectural and engineering (A-E) service contracts for engineering services. Conduct fee negotiations and negotiations regarding time of work performance. Prepare A-E contract documents and records for negotiations. Approve payment for accepted A-E services. Serve as technical advisor and point of contact for A-E contractors in the selection of materials construction methods, and technical project review. Supervise the activities of supervisory, administrative, specialist, engineering, and other technical personnel engaged in the engineering activities. Develop performance standards and appraise performance for subordinate supervisors. Initiate and approve recruitment and all other personnel actions recommended by subordinate supervisors for their employees. Recommend action on all personnel, disciplinary, award, and similar actions pertaining to subordinate supervisors. Assure constructive, positive labor management relations and adherence to established equal opportunity and related personnel programs.

Qualifications

Experience required: To qualify your resume must describe at least one year of experience which prepared you to do the work in this job.  Professional engineering experience is defined as: nonroutine engineering work that required and was characterized by (1) professional knowledge of engineering (Professional knowledge of engineering is defined as the comprehensive, indepth knowledge of mathematical, physical, and engineering sciences applicable to a specialty field of engineering that characterizes a full 4-year professional engineering curriculum leading to a bachelor's degree, or the equivalent); (2) professional ability to apply such knowledge to engineering problems (Professional ability to apply engineering knowledge is defined as the ability to (a) apply fundamental and diversified professional engineering concepts, theories, and practices to achieve engineering objectives with versatility, judgment, and perception; (b) adapt and apply methods and techniques of related scientific disciplines; and (c) organize, analyze, interpret, and evaluate scientific data in the solution of engineering problems.); and (3) positive and continuing development of professional knowledge and ability (Professional work in engineering, like that in other professions, is marked by continuing personal effort to keep abreast of the advancing and changing discipline.).  In addition to the preceding professional engineer experience, you also must have one year of specialized experience overseeing general personnel management policy matters and other personnel actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Knowledge of Organizational Priorities
  • Knowledge of Supervisory Duties
  • Knowledge of Contracting Officer’s Representative Duties
  • Ability to Communicate Orally

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify.  For this job, you must meet the qualification requirement using experience and education.

In addition to the specialized experience requirement listed above, you must also meet the following Individual Occupational Requirement for General Engineering:

Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (Note:  You must attach a copy of your college transcripts.)

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. (Note:  You must attach a copy of your college transcripts.)
