This position is with Department of Defense (DoD) Office of the Inspector General (OIG), Mission Support Team (MST), and is located in Alexandria, VA.  The incumbent is a IT Project Manager, performing a variety of project management, business planning, and resource management and reporting duties.

Duties

Help

Duties include but are not limited to: 
1. Plans, directs, and coordinates activities of IT projects to insure that established milestones are accomplished on time, within prescribed funding parameters, and in accordance with client business objectives.  Manages IT projects through the entire project lifecycle; applies knowledge, skills, tools and techniques to project activities to meet the project requirements and to maintain control of project time, scope and costs. Coordinates the project through all of the project phases beginning in the project initiation and ending in project closure; ensures projects are in compliance with Federal, DoD and OIG regulations; and prepares reports for use to meet a variety of audiences. Monitors and reports on the status and progress of work; reviews completed work to see that the instructions on work priorities, methods, deadlines and quality have been met.

2. Conducts analytical studies and reports project metrics and status using, earned value calculations, cost benefit analysis, performance charts and quantitative risk assessments.  Provides all necessary documents and plans to leadership such as project proposals, project charters, scheduling plans, quality control plans, and communication management plans. Participates in a change control processes. Collects and analyzes data to support OIG long and short-term planning; ensures that projects have aligned budgets and resources and are operating in accordance with plans and policies; Responsible for monitoring project expenses: developing contractual documentation (Statements of Work (SOWs) and Performance Work Statements (PWS)); and evaluating contractor proposals and making recommendations for contract award and modifications.

3. Develops and maintains effective stakeholder relationships. Working with stakeholders to understand and manage projects. Working with stakeholders to understand and manage projects. Works with IT and business managers to effectively prioritize activities and achieve defined objectives. Translates business needs into project to provide optimal IT solutions. Acts as a strategic partner between the user community and the technical applications development staff and ensure appropriate product-related training and documentation are developed and made available to customers.

4.  Serves as Contracting Officer's Technical Representative for contracts in business operations and business analysis; develops contract requirements and specifications and monitors contracts to assure compliance with requirements.

Position has been designated as Non-critical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.  

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.

 

U.S. Citizenship is required for this position.

 

Requires 10% of temporary duty travel (TDY).

 

Permanent Change of Duty (PCS—Relocation) expenses WILL NOT be paid.

If you have not previously successfully completed a probationary period with the Federal Government in a similar position, you will be required to serve a two year probationary period.

Qualifications

 Specialized Experience Definition: 
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.   
GS-13
You must have 52 weeks of specialized experience at the GS-12 grade level:  Specialized Experience is defined as:  successfully managing critical IT projects with high complexity and/or risk which are part of a portfolio of projects/systems that impact each other and/or cross-organizational missions. Must have knowledge in identifying and analyzing customer requirements, developing a business case, and conducting cost benefit analysis. Must have demonstrated experience developing, modifying, and implementing project plans, and identifying and mitigating risk. Must have experience working in a collaborative environment leading and/or as part of a project team. Must be an effective communicator, both verbal and written, and able to prepare and brief professional quality presentation.

Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:  

1. Qualitative and quantitative project management techniques
2. Ability to design and conduct IT Projects through the complete project life cycle.
3. Verbal and written skills
4. Skill in working with all levels of information technology and with users and program sponsors. 

Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.
