Summary

This position is located in the Admissions Office of the United States Merchant Marine Academy (USMMA) referred to as the Academy, Kings Point, New York, a four-year, fully accredited, degree granting institution of higher education where approximately 950 young men and women are trained for careers as officers and leaders in the United States (U.S.) Merchant Marine and maritime industry, and for service as officers in the U.S. armed forces. You will serve as a Recruitment Specialist for the USMMA national recruitment program.

The ideal candidate for this position will be a professional with proven experience performing recruitment related duties for a college or university with special emphasis on representation of minorities and women students.

  • The person selected for this position will be appointed an officer in the United States Maritime Service (USMS) and will be required to purchase and wear a USMS uniform while performing their duties.

Help

As a Recruitment Specialist, you will:

  • Utilize innovative recruitment techniques and marketing methods to develop, plan, organize, and execute a nationwide recruitment program with special emphasis on increasing representation of minorities and women students at the Academy.
  • Initiate recruitment programs that ensure an increased minority and women’s applicant pool nationwide, while evaluating the quality and effectiveness of the programs, and implementing necessary changes and improvements.
  • Prepare a wide variety of reports relative to program assignments and effectiveness.
  • Represent the Academy at high school programs, college fairs, career days, and other similar functions.
  • Assist in the execution of the Academy’s financial aid, scholarship awards and financial assistance counseling activities, especially addressing issues and circumstances specific to hard to recruit candidates.
  • Make recruiting presentations at selected high schools, Congressional Academy Days and other forums to stimulate interest in the Academy.
  • Review the counseling and guidance given to candidates to ensure that all possible information is given to them including what may be necessary for those not presently qualified.
  • Review and evaluate the applications of candidates.

CONDITIONS OF EMPLOYMENT:

  • Selective Service - Males born after 12/31/1959 must be registered for the Selective Service.
  • Probationary Period - You must complete a one-year probationary period (unless already completed).
  • Time-in-Grade - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade requirements contained in 5 CFR 300, Subpart F.
  • This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements.

TO QUALIFY FOR THE GS-11:

On Education, you must have :

  • Three years of progressively higher level graduate education leading to such a degree or
  • Master’s or equivalent graduate degree or
  • LL.B. or J.D., if related
On Experience, you must have at least one full year of specialized experience equal or equivalent. It must include:
  • Experience performing recruitment related duties involving college level admissions programs with special emphasis on representation of minorities and women students.
You can also qualify on a combination of higher level graduate education and matching experience. This experience and education must be fully documented in your resume. If using education to qualify, you must provide supporting graduate level transcripts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
