Summary

The NASA Office of Inspector General (OIG) conducts audits, reviews, and investigations of NASA programs and operations to prevent and detect fraud, waste, abuse, and mismanagement and to assist NASA management in promoting economy, efficiency, and effectiveness. The OIG consists of approximately 200 auditors, analysts, specialists, investigators, attorneys, and support staff at NASA Headquarters in Washington DC and NASA Centers throughout the U.S.

The Office of Audits (OA) conducts independent and objective audits, performance evaluations, and other examinations of NASA and contractor programs and projects to improve NASA operations. The OA provides a broad range of professional audit and advisory services, performs focused reviews of specific management issues, comments on NASA policies, and is responsible for oversight of NASA audits performed under contract or by other Federal agencies. The OA helps NASA accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the efficiency and effectiveness of NASA operations and by deterring fraud, waste, and abuse.

Help

The incumbent of this position plans, develops, and conducts specific aspects of performance audits, program evaluations, and other reviews and surveys that have special impact on programs of significance to NASA, other Federal government agencies, and the Nation. Directs quality assessment reviews or studies that address the development, acquisition, and deployment of major programs and projects, infrastructure, and operational systems to ensure that the organization meets its stated goals.

Conducts research, planning and assessments of NASA’s program, products and services within specified areas of responsibility. Performs audit research and prepares responses to technical inquiries and taskings related to audit issues.

Prepares written documents, including detailed audit and program evaluation reports, that provide policy analysis, findings, guidance, and recommendations to a wide range of audiences and in accordance with professional standards that affect the overall efficiency and economy of programs and compliance with applicable laws, regulations, and guidelines. Presents written and oral communication in a clear, accurate, and professional manner.

Develops and presents findings and recommendations on issues or problems impacting Agency programs and procedures in accordance with professional standards that clearly document the nature of the work performed, findings identified, conclusions reached and recommendations.

Qualifications

To qualify for this position, applicants must meet any basic requirements and specialized experience.

Basic Education Requirements:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Examples of specialized experience include demonstrated performance with: (1) Conducting research, planning and assessments of program and project operations; (2) Identifying and developing analysis on programmatic issues for potential review; (3) Preparing written documents (including work papers, analyses, and audit report sections) that provide findings, guidance, and recommendations that are well organized, in
proper format and use appropriate grammar, spelling and language; (4) Presenting findings and recommendations in a clear, accurate and professional manner.
OR
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
GS-11 Specialized experience:
Examples of specialized experience include demonstrated performance with: (1) using sound research methods to determine the effectiveness of program and project operations in meeting established goals and objectives; (2) skills related to economic analysis, political analysis, ethical analysis, data analysis, management and leadership; (3) conducting studies of program/project/organizational efficiency and productivity that result in changes or improvements in organization, staffing, work methods, and procedures; (4) preparing written documents (including detailed audit, policy analysis, and/or performance evaluation
reports) that provide useful findings to a wide range of audiences and in accordance with professional standards that affect the overall efficiency and economy of programs and compliance with applicable laws, regulations, and guidelines; and (5) presenting written and oral communication in a clear, accurate, and professional manner.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading
to such a degree or LL.M., if related.

GS-12 Specialized experience:

Examples of specialized experience include demonstrated performance with: (1) analyzing and evaluating (on a quantitative or qualitative basis and based on sound research methods) the effectiveness of program and project operations in meeting established goals and objectives; (2) research skills related to advanced economic analysis, political analysis, ethical analysis, data analysis, management and leadership; (3) conducting studies of program/project/organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods, and procedures; (4) preparing written documents (including substantial, detailed audit, policy analysis, and/or performance evaluation reports) that provide findings, guidance, and recommendations to a wide range of audiences and in accordance with professional standards that affect the overall efficiency and economy of programs and compliance with applicable laws, regulations, and guidelines; and (5) presenting written and oral communication in a clear, accurate, and professional manner.

Education

Education cannot be substituted for experience at the GS-12 grade level.
