This position is located in the Department of Defense (DoD); Office of the Inspector General (OIG), Office of the Deputy Inspector General for Overseas Contingency Operations (DIG OCO). The DoD IG serves as the Lead Inspector General (Lead IG) for two contingency operations. By delegated authority, the DIG OCO is responsible for the coordination and control of all Lead Inspector General programs related to the designated OCOs. The incumbent serves as an expert advisor to the DIG OCO on Lead IG programs, services and activities performed in OCO locations, and exercises supervisory control over Senior Country Representatives (SCRs) currently serving in Kuwait and Afghanistan.
The purpose of this position is to contribute to the Lead IG mission at a supervisory level and requires direct knowledge of, and experience with, OCO-related strategies, policies, programs and requirements, and an understanding of the Federal oversight mission. The work is often related to high-visibility programs within the deployed environment of the Department of Defense, the Department of State, and the United States Agency for International Development and includes a whole of government approach to planning and conducting oversight of programs and services funded by the United States Government.
The work is integral to the effective coordination of Lead IG activities within OCO locations and directly supports the development of strategic planning, reporting, and the conduct of oversight activities, which are key mission-critical initiatives of the OIG/Lead IG. As such, direct experience with the OCO-related strategies, policies, programs, and environment; knowledge of the Federal oversight mission, and an outstanding ability to write, analyze, and communicate effectively are required. The incumbent will be the principal liaison between various Federal agency OIGs, the Combatant Command staff and IG, and in-theater military command representatives to ensure effective execution of the Lead Inspector General mission and oversight activities.
The incumbent will serve as the primary conduit for receiving, analyzing, and disseminating factual and timely information as well as identifying Lead IG mission issues, topics, activities, and service requirements of interest to senior leaders and mission partners. The incumbent serves as the primary POC for responding to, and resolving, any issues or questions on oversight.

Serves as principal advisor to the DIG OCO and other senior OIG leadership on OCO programs, services, and operations. On behalf of the DIG OCO, directs or coordinates efforts related to Lead IG oversight projects, inspections, investigations, and policy activities that are planned/conducted in OCO locations. Manages efforts to identify future initiatives and program direction to accomplish the Lead IG OCO mission and implement OIG vision, goals and objectives.
Identifies opportunities for and represents the DIG OCO as appropriate with other parts of DoD and Federal agencies or multi-national partners and agencies. Engages stakeholders and explains and defends OIG policies and procedures. Identifies and resolves issues that might impede the progress of OIG or related DoD initiatives.
Maintains continuing awareness of current issues related to the OCO activities, most of which are high-risk or critical to DoD, of concern to Congress and other Federal agencies, involving significant fiscal resources, or those with high visibility, or media interest. Develops proposals for prompt resolution, to mitigate consequences, and to ensure that OIG/Lead IG concerns are fully addressed.
Designs plans and processes for the management and evaluation of Lead IG activities and operations conducted in OCO locations. Ensures processes are in place for effective knowledge transfer, continuity of operations and other strategic approaches to ensure successful management and mission accomplishment.
Conducts research, performs analysis, and drafts written products that consistently satisfy quality requirements of grammar, flow, clarity and have clearly articulated and supported conclusions and recommendations.
Supervises the preparation of Senior Country Representatives (SCR) draft research projects, edits and finalizes drafts for review by the Senior Research and Analysis Manager, or his designee, for the purpose of informing the oversight community and supporting quarterly reporting and joint strategic plan development
This position is being filled using 5 U.S. Code § 3161 authority. The position is temporary and available for 13 months increments. These temporary positions may be extended beyond the 13-month period based upon performance and the needs of the OIG/Lead IG mission.
Contingency Operations employees may be required to travel to contingency operations locations, such as Southwest Asia. All candidates must meet specific requirements set forth by the related Combatant Command, such as CENTCOM, to be qualified to travel.

Knowledge Requirements/Skills for Senior Advisor for Southwest Asia) 0301 Series position:
-Expert knowledge of Coalition and U.S. interagency, combined, joint and multinational force command and control functions, policies, programs and operations, to include an understanding of strategic mission areas related to stabilization and infrastructure, governance, humanitarian assistance, security, and support to mission.
-Expert knowledge of the DoD organization and command structure operating in an OCO environment in order to effectively coordinate projects and provide advice to the DIG OCO and other senior leaders.
-Proficiency with the process and activities of a Federal oversight agency to include audit, evaluation, assessment and inspection standards, including those of the Council on Integrity and Efficiency (CIGIE), to oversee multi-disciplinary projects in support of an OCO.
-Demonstrated ability to identify and respond to emerging challenges and opportunities, and to effectively coordinate, communicate and develop sound and logical conclusions and recommend courses of action and strategies that result in sound and timely decisions.
-Expert ability to establish and maintain partnerships with the oversight components of DoD OIG, and with representatives of DoS and USAID OIGs, and with COCOM and deployed subordinate commands, to build and manage relationships across organizational and functional boundaries and to articulate OIG mission and requirements.
-Expert ability to comprehend mission goals and objectives in order to advise on plans and approaches for the Lead IG mission in OCO locations.
-Excellent research, writing and communication skills in order to conduct research projects/ presentations/briefings, and prepare, and/or supervise the writing of both research and point papers as well as other materials as may be required in the position.
