Summary

The selectee for this position will serve as a PHYSICAL SCIENTIST in the Navy Clothing & Textile Research Facility (NCTRF), Research and Development Group of NAVAL EXCH SERVICE COMMAND. The duty station is Natick, MA. The primary mission of NCTRF is to develop, test, and evaluate uniforms and protective clothing worn by Navy Sailors. The selectee will serve as a Project Leader conducting research, development, testing, and engineering support for new and improved and/or specialized protective clothing and equipment used in both land and immersed environments.

Duties

Help

The successful selectee will perform the following duties:

  • Serve as Project Leader conducting research, development, testing, and engineering support for new and improved and/or specialized protective clothing and equipment
  • Conduct biophysical evaluations using thermal manikins, thermal head, thermal foot, as well as bench top fabric evaluation using sweating guarded hot plate and thermal conductivity instruments.
  • Develop, test, evaluate, and maintain specialized instrumentation used in engineering and biophysical studies.

REQUIREMENTS:

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Must be able to obtain an interim and/or final secret security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Relocation/PCS expenses are not authorized
  • This position is eligible for telework.
  • Approximately 5% travel may be required to support mission requirements.
  • Selectee is required to participate in testing in environmental chambers where there may be occasional discomfort due to extremes temperatures, wind and humidity.
  • Selectee is required to wear protective clothing and equipment during adverse exposures.
  • Work involves walking, climbing, stretching, stooping, and lifting weights up to 40 lbs.
  • Field testing may take place aboard US Navy vessels
  • Selectee is required to pass a pre-employment physical exam

Qualifications

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess an undergraduate or graduate degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR have a combination of education and experience with the education being equivalent to one of the listed majors shown that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
You must provide a copy of your transcripts with your application to support your response.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one full year of specialized experience at the or equivalent to the next lowest grade (GS-11) or pay band in the Federal Service or equivalent private sector experience, which has equipped you with the necessary knowledge, skills, and abilities to successfully perform the duties of this position at the GS-12 level. Specialized experience is performing all of the following: 1) Measuring clothing insulation and breathability using thermal manikins, thermal heads, and/or thermal feet, as well as equipment such as sweating guarded hot plate and/or thermal conductivity instruments; 2) Participating in the planning, preparation, execution and/or analysis of test protocols designed to evaluate protective clothing and equipment for laboratory and field evaluations; 3) Conducting or assisting in research and development studies or testing and evaluation which involve approaches, methods, techniques, and concepts of biophysical and mechanical engineering and human physiology. 4) Conducting or assisting in research, studies, and/or testing and evaluation which involved the utilizing the principles of thermodynamics and heat transfer
