About the Position:  

DUELMEN, Germany:  Duelmen is a medium sized town in the German state of North Rhine-Westphalia. Duelmen has about 47,000 inhabitants and it is the largest town in the county of Coesfeld. The city is located in the Muensterland between the Hohe Mark Nature Park, the hills of the Baumberge, the city of Muenster and the Ruhr area. Many innovative and internationally oriented companies are located in Duelmen. A mixture of industrial, commercial and trade businesses guarantees a modern economic structure. As a business location, Duelmen has an easy access to the nearby motorways and main roads. The airports of Muenster-Osnabrueck, Dortmund and Cologne can be reached quickly. As there is no Military Post near Duelmen there is no logistical support like Commissary, Military Housing, Military Hospital and no DoDDs schools but there is an International School in Duesseldorf which can be reached between one or two hours.

Help

You will serve within the S3/5/7 as an Operations Specialist supporting the USAG Benelux APS mission. You will draft WARNOs, OPORDs, and FRAGOs in support of the Army Prepositioned Stock (APS) mission; perform planning to support the execution of contingency peacetime missions and force modernization, coordinates emergency planning policies, and training evaluation programs to attain optimum maximum use; review policy guidance and recommend changes for exercise plans, force modernization and mass casualty plans; provide input and assist in drafting and executing table top, functional, and full scale exercises; recommend long range training objectives in terms of organizational structure, programs, and milestones in order to meet the USAG Benelux training resource requirements and training objectives; assist the APS site operations officer to accomplish BASOPs, emergency and contingency peacetime missions and force protection planning for the USAG Benelux; and assist in the force modernization development.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Specialized experience is experience in performing planning to support the execution of contingency peacetime missions and force modernization; coordinating emergency planning policies and training evaluation programs; and reviewing policy guidance and recommending changes for exercise plans, force modernization and mass casualty plans.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

- Contingency operations and force protection program management

- Antiterrorism program management

- Training program management

- Ability to perform administrative support duties

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-09 grade (or equivalent).

Education

  • In the overseas areas, access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Medical care may be provided by host nation providers. The availability and level of care at host nation medical facilities will vary by location. Movement overseas may require you to initiate a change in your health benefits plan to ensure coverage.
  • Pay retention may be offered to successful applicants for positions at overseas locations. For this provision to apply to employees already overseas, the selected individual would have to require a permanent change of station move and would have to be selected as a result of a recruitment effort that had been extended outside of the overseas command involved.

  • Payment of Permanent Change of Station (PCS) costs is authorized, subject to the provisions of the Joint Travel Regulations.
  • Temporary Duty (TDY) travel is  15% percent.
  • This is a Career Program Position (CP) 29.
  • As a current Federal employee in the competitive service with career or career-conditional status, you may apply for this temporary/term position and will automatically be considered as a reinstatement eligible. You will be converted from your permanent appointment to the non-status, time-limited appointment without a break in service and will carry all of your current federal benefits with you (e.g. retirement, TSP, health and life).
  • This position is a TERM position.  It is temporary.
