Summary

This position is located in the Office of Engineering and Maintenance, Saint Lawrence Seaway Development Corporation, Massena, NY. Massena is one of the most northern geographical towns in New York State and is located on the St. Lawrence River bordering Canada. In less than 2 hours you can travel to Montreal, Quebec or Ottawa, Ontario.

This position requires a State issued Class A CDL and a valid Crane Operator Certificate of Competence. Proof of both requirements must be submitted with your application in order to be reviewed for eligibility. If not provided, your application will not be considered. You must have industrial and construction experience operating cranes up to and including 150 ton capacity.

You will serve as the Foreman of the Heavy Equipment Branch where you will be a working supervisor. You will be responsible for supervising the Branch employees and you will also serve as the technical authority for the operation and maintenance of all heavy and light equipment and vehicles, which includes performing the duties of the Gatelifter Coordinator and Operator. As Gatelifter Coordinator you will direct the work of the Gatelifter during moving and lifting operations. On occasion, you may supervise the work of employees from other Divisions.

Help

The Heavy Equipment Supervisor:

  • Serves as Foreman of the Heavy Equipment Branch being responsible to the Chief, Maintenance Division for directing, supervising and controlling the work efforts of a group of trades workers including Crane Operators, Heavy Equipment and Vehicle Mechanics and Engineering Equipment Operators.
  • Has administrative accountability for Branch employees for matters such as attendance, leave, vacation schedules, grievances, and discipline.
  • Interprets blueprints and other specifications.
  • Operates all heavy equipment; directs the work of the Gatelifter during moving and lifting operations.
  • Ensures proper maintenance of equipment is coordinated for continuity of operations.
  • Is responsible for the maintenance of Corporations roads, grounds and parking and work areas both paved and unpaved during all seasons.
  • Provides Chief, Maintenance Division with information on projects and equipment replacements and upgrades to be included in Special and Capital Project Plans.
  • Furnishes leadership and promotes sustainability when performing maintenance activities and making improvements at Corporation facilities.
  • Conducts weekly shop safety lectures and takes corrective action when unsafe conditions or practices are observed.
  • Serves as first level LMR representative and administers the provisions for the Collective Bargaining Agreement.
  • Actively supports EEO and Diversity programs.

CONDITIONS OF EMPLOYMENT:

  • LICENSE REQUIREMENT: This position requires that you possess and maintain a NYS Class A CDL with ability to obtain a Hazardous Material Endorsement. A copy of your license or its equivalent must be submitted with your application.
  • CERTIFICATION: You must have a valid NYS Class A or B Crane Operator Certificate of Competence. A copy of your certificate or its equivalent must be submitted with your application.
  • FEDERAL DRUG & ALCOHOL TESTING (CDL): This position is a Drug Testing Designated Position (TDP) and CDL drivers are subject to pre-employment, reasonable suspicion, random, return-to-duty, follow-up and post-accident testing for illegal drug and alcohol use.
  • BACKGROUND INVESTIGATION: You will be subject to a pre-employment and post-employment background investigation process which includes a fingerprint check.
  • CERTIFICATION/TRAINING: You must have or be able to obtain and maintain a valid crane and aerial lift inspector certification.
  • CERTIFICATION/TRAINING: You must have or be able to obtain and maintain a valid rigging and signaling trainer certification.
  • TRAVEL REQUIREMENTS: Due to the location of our agency and the duties of this position, you must be able to enter Canada in accordance with Canadian law and re-enter the United States.
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a one-year probationary period (unless already completed). 













Qualifications

Qualifications for the position are based on the education, training, experience, or other requirements that determine which applicants would be able to perform satisfactorily in the positions to be filled.

For the Wage Supervisor (WS) 10, you must have experience and/or training of sufficient scope and quality to successfully perform the duties of this position without more than normal supervision. Your application will be rated on the following job elements:

  • Ability to drive and operate safely.
To qualify for the Crane Operator, you need to have industrial and construction experience operating cranes up to and including 150 ton capacity.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITONAL CONDITIONS OF EMPLOYMENT:

PHYSICAL REQUIREMENTS: The work includes regular visits to project/work sites which require walking, stooping, standing, climbing, etc. and involve the use of ladders, scaffolding, manbaskets, boats, etc. for gaining access to some of the sites.

WORK ENVIRONMENT: Assignments may require moderate physical exertion requiring agility, kneeling, crawling, bending, stooping, and entering cramped compartments. Works both inside and outside. When inside, may be exposed to drafts, changing temperatures, and noise which is difficult to talk above. When outside, may sometimes work in bad weather, in mud and snow, and in wet and icy areas. When working inside and outside, may be exposed to irritation or discomfort from dust, heat, fumes, and from hard, damp floors or ground. May be exposed to the possibility of receiving cuts, burns, bruises. To reduce the dangers and irritations from the above conditions, follows prescribed safety practices and uses safety equipment such as protective ear devices, hard hats, safety-toe shoes, respirators, and protective clothing. Some of these safety items may be uncomfortable to wear or use and may need to be worn or used for long periods.
