Summary

Serving as Chief, Gallery Archives, the incumbent plans, directs, controls, and executes programs to identify, protect, and preserve historical records of the National Gallery of Art in every physical form. Develops and implements systems to ensure the effective and efficient use of information in the archives, and interprets the institutional history of the National Gallery of Art. The incumbent performs duties with a very high degree of independence, reporting to the Secretary and General Counsel for policy guidance.

Help

The incumbent:
Oversees the on-going operations of the Gallery Archives including:

  • Arrangement and description of all historical records in analog and digital formats including files, videotapes, architectural records, photographs, and motion picture film; preparation and dissemination of finding aids to alert scholarly researchers to resources of the Gallery Archives; physical security and protection of the Gallery’s archival storage and research areas and of irreplaceable historical records; management of the permanent digital archival repository.
  • Conservation and restoration of irreplaceable documents. Reference and research services, including analyzing records and providing historical information to scholarly researchers and the Gallery’s staff.
  • Ensures the proper management of the Gallery Archives staff, which is comprised of four employees, including one manager. Establishes performance expectations for direct reports. Hears and resolves complaints and grievances.
  • Represents the Gallery Archives and its resources to a variety of constituencies, both internal and external. Strives to improve and increase access and service to users. Develops strategic vision for future of archives. The incumbent must be a skilled diplomat, an archives professional, a scholar, and an excellent manager.
  • Oversees the review of official records of the National Gallery of Art to determine whether they have sufficient long-term historical or administrative value to warrant continued preservation in the Gallery Archives.
  • The incumbent makes annual budget requests and justifications and manages federal and private operating budgets. Plans and manages the Gallery Archives’ development initiatives, including corporate, foundation, and individual prospect identification, cultivation, and solicitation.
  • Seeks grant funds for special projects as required.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

Candidates must have had one (1) year of specialized experience equivalent to at least the next lower grade level. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position as described above, and that is typically in or related to the position to be filled.

Professional experience must have been in archival science, or in a directly related field of work such as history that involved the collection, appraisal, analysis, or synthesis of information having historical or archival values. Professional experience must have included supervising or leading a staff in areas such as establishing performance measures; determining how services, policies, and communication can be improved to support increased effectiveness of Federal records management; collaborating with executives, managers, and staff to address records lifecycle responsibilities; providing direction supporting front-line teams and their management; determining priorities, objectives and policies of the organization by consulting subordinate directors, managers, and staff; and analyzing plans and recommending changes, considering personnel impact of new or emerging mandates or trends in the program.

  • Expert knowledge and experience applying the principles of archives administration, maintenance, and research.
  • Skill in supervising employees in a white-collar work environment, as they complete work in accordance with directions and guidelines.
  • Expert knowledge of research methods and information needs of historians, art historians, managers, and architects.
  • Expert knowledge of the principles of conservation and proper storage and use of archival documents.
  • Ability to manage administrative aspects of the job, to include personnel, budgeting and strategic planning.

Education

EDUCATION: Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.

  • Combination of education and experience - at least 30 semester hours that included courses as shown above, plus appropriate experience or additional education.
