The purpose of the position is to plan, schedule, execute, manage, and
administer the installation-wide Industrial Hygiene/Bioenvironmental Engineering
Program (IH/BEE), which includes occupational health/industrial hygiene,
radiation safety, and environmental monitoring to maintain and promote the
health and well-being of military and technician personnel.

In order to meet the minimum qualifications for this INDUSTRIAL HYGIENE TECHNICIAN position, you must meet the following criteria.
GENERAL EXPERIENCE:
Experience, education, or training which provided a basic knowledge of principles and practices related to the health care delivery system.
SPECIALIZED EXPERIENCE:
Must have at least 18 months experience, education, or training which provided a working knowledge of missions, organizations, programs and requirements of health care delivery systems. Experience analyzing and recommending solutions to complicated problems. Experience developing and implementing various policies and procedures used in the state medical programs. Experience involving various administrative areas such as budget, personnel and public relations within a medical activity.
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
One full year of graduate education meets the requirements for GS-7. Two full years of graduate education or a master's degree meets the requirements for GS-9. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
KSA's:
Candidates will be evaluated on the basis of the KSA's listed below. Applicants are encouraged to address the KSA's in their application or resume or by submitting a supplemental statement with their application. Written response to each KSA will ensure that specialized experience criteria is recognized and credited.
1. Knowledge encompassing a basic foundation in the physical or life sciences and
mathematics. A through and detailed knowledge of OSHA, AFOSH, EPA, and other
federal laws and related programs, and of DoD, USAF, and ANG regulations,
policies and procedures related to bioenvironmental engineering and
occupational/industrial health.
2. Knowledge of a broad range of methods,
techniques, and principles of occupational health and industrial hygiene
sufficient to independently manage a local ANG Industrial
Hygiene/Bioenvironmental Engineering program.
3. Knowledge of
bioenvironmental engineering and environmental protection concepts, principles,
and practices applicable to the performance of industrial hygiene/occupational
health investigations.
4. Knowledge required to detect, identify and
evaluate existing or potential hazardous conditions through a wide range of
sampling and testing techniques.
5. Knowledge of methods for performing
data and requirements analysis.
6. Knowledge required to recommend or
direct applicable controls, approaches, and/or protective devices relative to
the prevention or correction of harmful exposures and/or hazards
findings.
7. Knowledge of technical installation work
processes/operations and equipment relative to their effect on the health and
efficiency of employees working in machine shops, warehouses, on aircraft
parking areas, and in adjacent office areas, etc.
8. Knowledge of
USAF/ATSDR activities and requirements in order to act as the local point of
contact and program coordinator.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

A panel of three members will be appointed to rate the candidates using the KSA factors. Experience will be evaluated in terms of type and quality in relation to the requirements of the position. Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal.
Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence:
1. Category I: All excepted service technicians in the New York Army National Guard for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.
2. Category II: All currently employed excepted service technicians in either the New York Army or New York Air National Guard.
3. Category III: Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard.
* If there are fewer than three qualified applicants in Category I, then qualified applicants from Category II, III will be forwarded to the selection official, in sequential order, to provide at least three qualified applicants.
