Help

As a Supervisory Program Analyst your duties will include:

  • Serves as a technical advisor and specialist in all matters related to the defense intelligence enterprise and other matters as may be assigned such as the security enterprise and special access programs. Plans and manages comprehensive quantitative or qualitative projects of the effectiveness and efficiency of highly complex DoD-wide programs involving nuclear matters or other highly sensitive projects.
  • Manages complex reviews involving defense intelligence enterprise issues or other issues as assigned, develops and applies advanced analytical techniques and evaluative methodology in planning and execution projects phases; participates, as appropriate, in inter-agency projects of overarching issues impacting the Intelligence Community.
  • Performs detailed research and survey planning, assists in component programming, coordinates and oversees staff, and provides direct management with respect to projects within the assigned area of responsibility. Provides DoD management with a comprehensive analysis of operations and activities with respect to effectiveness, economy, program results, and regulatory compliance.
  • Manages projects that originate from the Defense Hotline, Congressional, and management requests and manages other special projects as assigned. May conduct projects in conjunction with other Military Department, Defense Agency, or other Government Agency oversight organizations. 
  • Oversees and directs and controls all phases of the project to achieve the desired results.  Ensures the projects are conducted a manner that satisfies evaluation objectives. Accomplishes projects in accordance with professional standards appropriate for the type of project. Ensures that working papers provide a supportable basis for reporting and that subordinate personnel are informed of procedures for safeguarding classified and contractor sensitive, or other sensitive government information and that controls are in place to protect such material.
  • Prepares complete and acceptable briefings, information memorandum or other information to keep the OIG management apprised of the program status and issues. Keeps DoD management informed on the project status. Prepares and staffs draft and final reports for each project and when appropriate, prepares and staffs draft and final summary or trend reports within assigned functional areas. Reviews sections of reports prepared by staff, while retaining full responsibility for the reports. The reports require analysis of complex programs, processes and comprehensive knowledge of applicable DoD policies and operations. The project reports must articulate the complex nature of programs and processes and the findings and recommendations to non-subject matter experts, but informed readers. Assess management comments to reports to determine if corrective action taken or proposed is adequate; evaluations non-concurrences to findings, recommendations, or identified benefits and ensures that the OIG position is defendable for resolution and mediation processes.
  • Supervises a staff of senior analysts and evaluators. Strives to increase productivity of the staff; plans and assigns work and established priorities and deadlines, considering the relative difficulty of the work and the capabilities of the staff. Fosters career develop; recommends training and prepares an Individual Development Plan for each staff member. Counsels and gives instruction; answers questions on all technical and administrative issues. Reviews and accepts or rejects finished work. Evaluates staff performance and prepares appraisals of team members. Furthers the Equal Employment Opportunity Program in all areas though recommendations on selection and promotion, training, upward mobility, and incentive awards. Makes recommendations for appointment, promotion, or reassignment. Addresses staff concerns and issues. Refers grievances and more serious complaints not resolved to higher level management. Makes decisions on work problems presented by subordinate team members. Occasionally serves as a member of merit promotion panels and ad hoc committees.

New Hires are required to submit to urinalysis to screen for illegal drug use prior to appointment and are subject to random drug testing for the duration of service with DoD OIG.  Organizational entities within the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.

U.S. Citizenship is required for this position.

Requires up to 25% of temporary duty (TDY) travel within the Continental United States (CONUS) and Outside of the Continental United States (OCONUS.)

Incumbent is required to complete a Financial Disclosure Statement annually and to inform supervisor or any conflict of interest whenever such conflict has been identified.

Permanent Change of Duty (PCS—Relocation) expenses WILL NOT be paid.

If you have not previously successfully completed a probationary period with the Federal Government in a similar position, you will be required to serve a two-year probationary period.

Qualifications

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-13 level in the federal service or at an equivalent level.  Specialized experience is defined as: regular duties in leading or supervising teams performing assessments, evaluations or similar reviews of programs, functions and operations.

Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:

  1.  Ability to lead evaluators in a dynamic and changing environment to provide oversight of intelligence programs.
  2. Skill in internal and external representation and collaboration in developing and managing evaluations of intelligence programs and operations.
  3. Knowledge of quality standards for inspections, evaluations, and investigations.
  4. Ability to supervise teams performing evaluations/inspections/investigations of programs.
  5. Skill in written and oral communication and in managing the production of deliverables to both DoD stakeholders and Congress.

  

Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
