Summary

This position is located in the Office of Science and Technology, IT Systems Management Division, Field Communication Services Branch, (FCSB) in Benicia, California. Provides on site/deployable tactical and fixed Land Mobile Radio (LMR) communications support within the geographical boundaries of their assigned field divisions, responsible for conducting a variety of technical projects for the Branch; represents the Bureau on multi-agency working groups to develop interoperability standards and techniques; and evaluates procedures and state-of-the-art telecommunications systems.

Help

Assignments include the following:

  • Provides on-site tactical and fixed Land Mobile Radio (LMR) communication support and apply new concept and method to communication problem where accepted method are not effective.
  • Develop and implement comprehensive plan, policy and objective, and provide technical advice to integrate the Bureau’s telecommunications systems with operational requirement and to apply evolving technology.
  • Serve as a member of interagency working group to review, evaluate and recommend current and proposed telecommunications systems and ensure effectiveness and compatibility between systems.
  • Serve as a Bureau representative for interagency groups, such as, Department of Justice (DOJ) Integrated Wireless Network (IWN) and Shared Land Mobile Radio Systems (SLMRS), DOJ 25 Cities Project, etc., to formulate telecommunications program guidance for different operating environments, evaluate new and experimental technology, and develop interoperability techniques for law enforcement communications initiatives.
  • Identify communication requirement, analyze technical solution, conduct physical survey, implement, and validate the final solution used to meet the communication requirement.
  • Serve as troubleshooter and trainer to resolve operational and technical problems for radio systems user and coordinate directly with their field division leadership and representative of other federal, state, and local public safety agencies.
  • Analyze and resolve interference problem pertaining to radio communication system. Coordinate with various user such as paging companies, the National Oceanographic Atmospheric Association (NOAA), Federal Communications Commission (FCC), and National Telecommunications Information Agency (NTIA) to identify and correct the interference.
Responsibilities will increase and assignments will become more complex as your training and experience progresses.

Qualifications

To qualify for the GS-12:

Applicants must have one year of specialized experience equivalent to the GS-11 federal grade level in test and acceptance, preventive maintenance and optimization of a wide range of fixed, mobile and portable land-mobile radio communications systems, subsystems and equipment ; experience determining appropriate radio system configurations for site locations; performing modifications and resolving operational problems.

To qualify for the GS-13:

Applicants must have one year of specialized experience equivalent to the GS-12 federal grade level evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrates knowledge of current developments and trends in communications concepts and technology (installing, programming, configuring, and performing preventive maintenance on a variety of radio system components to include Project 25 (P25) VHF subscriber equipment (i.e. portable and Land Mobile Radios (LMR)) and infrastructure equipment (i.e. repeaters, base stations), including narrowband and digital radio technology, antenna systems, electronic theory, radio wave propagation, and methods and knowledge of installing radio communications equipment and associated infrastructure to include lightening protection and grounding.

Note: Specialized experience for all grade levels must demonstrate Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
