The Secretary of the Air Force has delegated authority to appoint certain Civilians to positions designated pursuant to the Defense Acquisition Workforce Improve Act (DAWIA); positions are located Air Force-Wide. Positions are filled as permanent with a full-time work schedule. Pay may vary by geographic location."

The Copper Cap Intern Program offers you a permanent position upon successful completion of your formal training plan. As a Copper Cap Intern you will experience both personal and professional growth while dealing effectively and ethically with change, complexity, and problem solving. The program offers a 3-year formal training plan with yearly salary increases. Promotions and salary increases are based upon your successful performance and supervisory approval. ·        Plans acquisitions for standard or specialized services, programs, commodities and/or construction contracts where specifications are standardized or not standardized where sole source or competitive markets exist; reviews requisition package for adequacy and completeness of description, consistency, and compliance with administrative, regulatory, and procedural requirements; exercises initiative and judgment in developing and coordinating the procurement package; contacts requester to resolve discrepancies and ambiguities

·        Develops solicitations, evaluates responses, and makes award recommendations; compiles complete bidders' list from qualified applications, knowledge of suppliers, contacts with trade associations, Small Business Administration, or other sources; prepares and issues solicitation documents selecting appropriate clauses, ensuring clear and complete specifications, including packing and delivery requirements or other routine supplemental stipulations; uses primarily firm fixed-price or similar contracts when historical and precedent data are available; performs detailed analysis of responses to solicitations, including price reasonableness, requests for preaward surveys, adequacy of competition, compliance with solicitation, and probability of meeting requirements

·        Monitors contract performance and performs contract administration; monitors contract performance through telephone conversations, correspondence, site visits, inspections, progress reports, progress meetings, and analysis of contractor metrics, for compliance with performance standards, applicable laws, delivery schedules, payment provisions, inspections, progress reports, and other requirements stated in the contract

·        Provides advice and assistance to others relating to contracting work and prepares correspondence; provides advice, guidance, training, and assistance to technical or program personnel, functional commanders and/or contractors whenever information is needed or issues need to be resolved

CONDITIONS OF EMPLOYMENT:

1. Mobility - you may be required to relocate during or after completion of your training.

2. Successful completion of all training and regulatory requirements as identified in the applicable training plan.

3. Must be able to obtain and maintain the appropriate security clearance.

4. May be required to travel by military and/or civilian aircraft in the performance of official duties.

5. The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. Meeting these requirements is a condition of employment and necessary to perform the duties of the position.

6. The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 Paragraph E2.2.8. Meeting these requirements is a condition of employment and necessary to perform the duties of the position.

7. In accordance with 5 CFR 2634 Part I, the employee may be required to file an OGE 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

8. The employee is required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.

9. Employee may be required to work overtime, if approved in advance from the Career Field Team (CFT) IAW AFI 36-602, Civilian Intern Programs.

10. This position is covered by the Air Force civilian career program.

Qualifications

BASIC REQUIREMENT:

Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 completed hours in business-related courses in any combination of the following fields: Accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 

-OR-

A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer contracts in excess of the simplified acquisition threshold on or before 30 September 2000; 2) served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; OR, (3) is in the contingency contracting force

In addition to meeting the basic requirement, you may qualify if you meet one of the following:

1. You must have completed two full academic years of progressively higher-level graduate education or master's or equivalent graduate degree or LL.B. or J.D. (Submit copy of transcripts).

2. You must have at least one year of specialized experience equivalent to at least the next lower grade, GS-07 or equivalent in other pay systems. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position and must demonstrate the following:  Knowledge of commonly used contracting methods and contract types for contract actions that are well-defined and well-precedented; of directly applicable Federal contracting laws, regulations, policies, and procedures; of business practices and market conditions as they relate to program and technical requirements to assist customers in developing requirements and to evaluate proposal responsiveness, contractor responsibility, and contractor performance.

3. You must have a combination of the type of graduate education and the experience described above.   When combined the total percentage must equal to at least 100%.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).  Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
