Summary

The U.S. Energy Information Administration (EIA) is the statistical and analytical agency within the U.S. Department of Energy. EIA collects, analyzes, and disseminates independent and impartial energy information to promote sound policymaking, efficient markets, and public understanding of energy and its interaction with the economy and the environment. EIA is the nation's premier source of energy information and, by law, its data, analyses, and forecasts are independent of approval by any other officer or employee of the U.S. government.

EIA has four program functions:

  • The Office of Resource Technology Management directs a variety of corporate business activities including EIA's independent information technology infrastructure and data center operation, budget and financial management, procurement oversight and processing, human capital management, and logistical support.
  • The Office of Energy Statistics conducts a wide range of survey, statistical methods, and integration activities related to: energy consumption and efficiency; electricity; nuclear and renewable energy; oil, gas and coal supply; and petroleum and biofuels.
  • The Office of Energy Analysis analyzes energy supply, demand, and prices including the impact of financial markets on energy markets; prepares reports on current and future energy use; analyzes the impact of energy policies; and develops advanced techniques for conducting energy information analyses.
  • The Office of Communications oversees a comprehensive energy information dissemination program that provides high quality information in a timely manner that can be accessed by all types of EIA's public and private audiences.

This is an EXCEPTED SERVICE position.

As a Mathematical Statistician, you will:

  • Select, adapt, modify and refine a variety of methods and develop new procedures for mathematical statistical projects.
  • Analyze findings, evaluate mathematical statistical limitations of data and specify the range of possible explanations.
  • Test and validate data and conclusions.
  • Document analyses purposes, methods, assumptions and conclusions.
  • Recommend new or improved methods and present findings.
As a Survey Statistician, you will:
  • Plan and organize statistical surveys for collecting, verifying, processing, analyzing, summarizing and presenting information.
  • Evaluate different statistical approaches and/or methods. Evaluate approach and/or methods used in surveys, then select, adapt, modify and refine surveys.
  • Obtain, compile, organize and analyze data. Conduct statistical analysis of data using appropriate statistical methods and test/validate data and conclusions.
  • Document analyses, purposes, methods, assumptions and collusions. Coordinate and/or present data in their most pertinent form, which may include test, graphs, charts, tables and models.

Qualifications

QUALIFICATIONS:

In addition to the basic education requirements, applicants can qualify through education alone, or through a combination of education and specialized experience as outlined below:

GS-9:

Two years of progressively higher level graduate education leading to a master's degree

OR

Master's or equivalent graduate degree

OR

One year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service as described below.

GS-11:

Three years of progressively higher level graduate education leading to a Ph.D. degree

OR

Ph.D. or equivalent doctoral degree

OR

One year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service as described below.

Specialized Experience for a Mathematical/Survey Statistician is defined as:

GS-9:

  • Experience applying conventional methods used to gather, analyze and evaluate information mathematical statistical information concerning specific economic factors, energy market conditions or energy industrial practices.
  • Researching, analyzing, interpreting, evaluating and performing well precedented statistical surveys.
  • Selecting and modifying appropriate methods of operations, analyzing and interpreting results and preparing reports.
GS-11:
  • Experience applying statistical theories, techniques, and methods to quantified information.
  • Experience in identifying significant variables and underlying relationships.
  • Participating in the planning, designing and conducting of tests to obtain and validate information
  • Documenting analyses, purposes, methods, assumptions and collusions of projects.

KSAs for Mathematical/Survey Statistician:
  1. Knowledge of standard methods and techniques used in mathematical statistical analyses studies.
  2. Ability to adapt, apply and utilize effective data collection techniques.
  3. Knowledge of a wide range of methods and techniques used in statistical analyses.
  4. Skill in coordinating extensive projects in assigned areas of responsibility.
  5. Ability to prepare comprehensive reports and communicate their findings.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

EDUCATION REQUIREMENTS:

Mathematical Statistics Series, 1529 - Basic Requirements:

Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.

OR

Combination of education and experience: at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown above, plus appropriate experience or additional education.

Statistics Series, 1530 - Basic Requirements:

Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.

OR

Combination of education and experience: courses as shown above, plus appropriate experience or additional education. Experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
