Summary

The U.S. Energy Information Administration (EIA) is the statistical and analytical agency within the U.S. Department of Energy. EIA collects, analyzes, and disseminates independent and impartial energy information to promote sound policymaking, efficient markets, and public understanding of energy and its interaction with the economy and the environment. EIA is the nation's premier source of energy information and, by law, its data, analyses, and forecasts are independent of approval by any other officer or employee of the U.S. government.

EIA has four program functions:

  • The Office of Resource Technology Management directs a variety of corporate business activities including EIA's independent information technology infrastructure and data center operation, budget and financial management, procurement oversight and processing, human capital management, and logistical support.
  • The Office of Energy Statistics conducts a wide range of survey, statistical methods, and integration activities related to: energy consumption and efficiency; electricity; nuclear and renewable energy; oil, gas and coal supply; and petroleum and biofuels.
  • The Office of Energy Analysis analyzes energy supply, demand, and prices including the impact of financial markets on energy markets; prepares reports on current and future energy use; analyzes the impact of energy policies; and develops advanced techniques for conducting energy information analyses.
  • The Office of Communications oversees a comprehensive energy information dissemination program that provides high quality information in a timely manner that can be accessed by all types of EIA's public and private audiences.

This is an EXCEPTED SERVICE position.

As an Industry Economist, you will:

  • Perform economic analyses, which may require you to modify/adapt techniques and use innovative approaches.
  • Compile, organize and analyze data, identify significant variables and underlying relationships.
  • Evaluate impact of new technologies, systems and policies.
  • Plan, design, and conduct or monitor tests to obtain data.
  • Prepare reports and charts to document study purposes, methods, premises and conclusions.
As an Operations Research Analyst, you will:
  • Perform analyses of projects, modifying/adapting techniques to fit situations, requiring innovative approaches.
  • Develop study plans having sound problem definitions and study priorities.
  • Plan, design, and conduct data to obtain data.
  • Plan, design, conduct and oversee tests to validate models and proposed enhancements.
  • Maintain and enhance models and simulation techniques and scenarios for use in current and future energy studies.

Qualifications

QUALIFICATIONS:

In addition to the basic education requirements, applicants can qualify through education alone, or through a combination of education and specialized experience as outlined below:

GS-9:

Two years of progressively higher level graduate education leading to a master's degree

OR

Master's or equivalent graduate degree

OR

One year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service as described below.

GS-11:

Three years of progressively higher level graduate education leading to a Ph.D. degree

OR

Ph.D. or equivalent doctoral degree

OR

One year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service as described below.

Specialized Experience as an Industry Economist is defined as:

GS-09:

  • Experience applying basic economic or statistical methods to gather, analyze and evaluate information concerning national economies, the energy sector, or energy and financial markets.
  • Participating in facets of planning, designing and conducting tests to obtain and validate data.
  • Preparing reports and charts to document study purposes, methods, premises and conclusions.
GS-11:
  • Experience applying and using standard economic or statistical methods and models to gather, analyze and evaluate information concerning national economies, the energy sector, or energy and financial markets.
  • Compiling, organizing and analyzing data, identifying significant variables and underlying relationships.
  • Participating in planning, designing and conducting tests to obtain and validate data and to transfer the results by preparing reports and charts.
Specialized Experience for an Operations Research Analyst is defined as:

GS-9:
  • Experience applying conventional methods used to gather, analyze and evaluate information concerning specific mathematical, statistical, economic or other relevant factors, energy markets conditions, or energy industry practices.
  • Participating in facets of planning, designing and conducting tests to obtain and validate data.
  • Preparing reports and charts to document study purposes, methods, premises and conclusions.
GS-11:
  • Experience applying standard methods used to gather, analyze and evaluate information concerning critical mathematical, statistical, economic or other relevant factors, energy markets conditions, or energy industrial practices.
  • Compiling, organizing and analyzing data, identifying significant variables and underlying relationships.
  • Planning designs and conducting tests to validate models and proposed enhancements.

KSAs for Industry Economist:
  1. Knowledge of standard methods and techniques to conduct and support analysis, research, and modeling on the interactions between the energy sector, energy and financial markets, and national economies.
  2. Knowledge of a full range of econometric and statistical analysis techniques to perform and support analysis and research on the relationship between energy and the macroeconomy.
  3. Knowledge of the principles of economic models in order to document, maintain, and run models of national economies.
  4. Skill in oral, written, and visual communication methods and techniques to articulate analysis, research, and modeling.
KSAs for Operations Research Analyst:
  1. Knowledge of the full range of operations research analysis techniques.
  2. Ability to develop and utilize appropriate data collection techniques.
  3. Skill in coordinating extensive projects in assigned area of responsibility.
  4. Ability to originate new ideas, projects, studies, and methodologies.
  5. Ability to design, build, and use models and simulation techniques.
  6. Ability to establish effective relationships with customers, information sources and project team members.

Education

EDUCATION REQUIREMENTS:

Economist Series, 0110 - Basic Requirements:

Degree: in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.

Operations Research Series, 1515 - Basic Requirements:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
