The incumbent functions as a Regulatory Interpretation Specialist in the Office of Regulatory Policy (RP), Policy Division (PD), Financial Crimes Enforcement Network (FinCEN). Performs a range of complex, sensitive work necessary to effectively administer the Bank Secrecy Act, including development and implementation of policy, outreach, and issuance of administrative rulings, responses to correspondence, and guidance and recommending appropriate agency actions to RP management.

Help

As a Regulatory Interpretation Specialist, you will:

  • Conduct projects or studies of major initiatives associated with BSA regulation and oversight of regulated industries to identify solutions to complex problems; develop legisative or regulatory proposals; reolve high-profile regulatory policy matters; and prepare guidance and interpretative materials related to policy and regulatory issues. Participate in conferences, meetings, on-site visits, and inter/intra agency working groups assembled to discuss regulatory policy, resolutions of problems, BSA requirements, or RP initiatives.
  • Provide expert advice or technical assistance to representatives of regulated industries or institutions, federal and state regulatory partners, or FinCEN staff on complex regulatory policy issues, BSA requirements, FinCEN regulatory policies, or Treasury policies. Evaluate and participate significantly in the development of regulatory policy under the BSA.
  • Serve as a senior member on reviews, evaluations, or special projects of critical interest to the Policy Division's Associate Director, RP's Office Director, or Section Chief/Supervisor, or that are designed to collect information for planning purposes, resolve high-profile problems, or develop new approaches to regulatory issues.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience this position includes:


  • Conducting research and analysis or studies of complex issues associated with Bank Secrecy Act regulations and oversight of regulated industries to identify solutions to problems, develop legislative or regulatory proposals, or prepare interpretive materials or guidance.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
