Duties

Help

  • Serves as a principal advisor to the Special Agent in Charge (SAC), with full supervisory responsibility for directing subordinate Resident Agents in Charge and others in accomplishing all investigative activities pursuant to federal statutes, DoD Directives, and general office instructions. 
  • Coordinates and develops special investigative operations and projects to accomplish investigative activities within the geographic region assigned. 
  • Establishes priorities and ensures satisfactory quantity and quality of work in compliance with investigative directives, guidelines, and reporting requirements. 
  • Provides advice and recommends appropriate actions in matters pertaining to personnel administration, such as hiring, promotions, and performance evaluations. 
  • Conducts criminal investigations as required. 
  • Prepares budget submission and tracks expenditures. 
  • Presents oral briefings. 
  • Represents DCIS in dealing with senior officials of various federal, state, and local law enforcement agencies, industry representatives, and professional societies.

Incumbent will be required to work, or be available to work substantial amounts of unscheduled overtime duty based on the needs of the agency, and will receive availability pay, a special form of premium pay fixed at 25 percent of the adjusted salary (basic and locality).

Incumbent must have successfully completed the Criminal Investigator Training Program at the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia, or another Federal equivalent criminal investigator training program, such as the FBI Special Agent training program or Military Criminal Investigative Organization equivalent.  Tribal, State, and local law enforcement academy training does not meet this requirement.

Federal employees currently serving in the Competitive Service must acknowledge that they will voluntarily leave the Competitive Service by accepting an offer of employment in the Excepted Service. 

If you have not previously successfully completed a trial period within the Federal Government in a similar position, you will be required to serve a two year trial period.

U.S. Citizenship is required for this position.

May require up to 25 % of temporary duty travel (TDY).

Selectee must possess and maintain a valid state driver's license.

May be required to serve a 1 year supervisory probationary period.

Required to submit a financial disclosure form at time of appointment and annually.

Permanent Change of Duty Station (PCS) expenses MAY BE authorized.

Selectee will be required to sign the Mobility Agreement as a condition of employment.

May require potential travel/or deployment to Southwest Asia.

Qualifications

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-14 level in the federal service or an equivalent level.  Specialized experience is defined as: supervising a criminal investigative office that investigates procurement and contract fraud; bribery/corruption; theft and/or illegal export of sensitive defense articles; and other complex fraud allegations involving federal programs and operations by applying criminal investigative techniques, rules of criminal procedures, laws, and rules of evidence, and search and seizure in the conduct of investigations. 

Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:

  • Leadership skill to supervise multiple criminal investigative offices and activities
  • Knowledge of investigative and case management techniques and procedures to plan, organize, administer, and coordinate investigative activities.
  • Written communication skill to prepare reports, case files, policies, recommendations, and presentations.
  • Knowledge of criminal investigation status, regulations, policies, and reporting requirements pursuant to the U.S. Code, Federal Rules of Evidence, and the Uniformed Code of Military Justice (UCMJ).

There is no substitution of education for experience at this level.

Requirements:

Position has been designated as Top secret/Sensitive Compartmented Information (TS/SCI);incumbent is required to obtain and maintain a Top secret/Sensitive Compartmented Information (TS/SCI) Security.

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG.  Organizational entities within the DoD are not required to conduct mandatory drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.

This position requires a pre-employment physical exam and a pre-employment physical readiness test. An annual physical exam & semi-annual physical readiness test is required for the duration of employment.  

This position requires qualifications to carry and use government-owned firearms as part of assigned duties (and maintain this qualification).   Employees are ineligible for this position if, at any time, they have been convicted of a misdemeanor crime of domestic violence, unless the conviction was expunged, set aside, or he/she received a pardon. The applicant selected for this position must be able to qualify and maintain authorization to carry firearms including no current or previous domestic violence charges/convictions.

This position is considered a secondary law enforcement administrative position and is covered under the special retirement provision for secondary law enforcement positions.
