Incremental rating cut-offs will be utilized starting 17 April 2017 for first cut off. After initial cut-off, applications will be reviewed and referred for selection as vacancies occur within the organization.
For all other Non-Army Federal employees, these positions are "REIMBURSABLE DETAILS." Written Agreements will be facilitated between Agencies. You will maintain your current title, salary and continue to be permanently assigned to your current organization; however, the U.S. Army Corps of Engineers will sign a formal agreement with your organization to allow you to temporarily support our team. In addition, no promotion will be authorized in terms of salary. Promotion positions can be held for purposes of duty and work load. Cash awards will not be authorized while on deployment. You will be entitled to danger pay and post differential. Your organization will be reimbursed for your salary, benefits, travel and other expenses associated with this assignment.

Administer general administrative direction to the District Commander regarding long range, program plans, objectives, and policies. Provide compliance of Headquarters US Army Corps of Engineer Division regulations, policy, and procedures for Civil, Military, Environmental and Support for Other programs. Make authoritative recommendations and conclusions to the Commander and support of the mission. Review work effectiveness and accomplishing corporate goals and objectives. Advise Division Commanders on approvals of District Operating budget and financial issues. Assure customers are informed of status, work, and funds. Coordinate meetings and program reviews on critical projects issues, budget, and schedules. Develops coordinated positions with sponsors and customers in making programming decisions that affect long range courses of action. Implement mobilizations plans for the assigned organization on District readiness and emergency plans.

CONDITIONS OF EMPLOYMENT:
SECURITY CLEARANCE - This position has been designated as non-critical sensitive as defined in DOD 5200.2-R. The incumbent is required to possess or obtain and maintain, for the duration of employment, a Secret security clearance.
EMERGENCY ESSENTIAL This position is designated as Emergency Essential. The incumbent is required to perform the duties and requirements of the position in the event of a crisis until relieved by proper authority. Essential Position Agreement, DD Form 2365, must be completed prior to deployment.
IMMUNIZATION SCREENING - This position requires immunization with the complete Anthrax vaccination series and subsequent annual boosters.
MEDICAL EXAMINATION - This position requires you to satisfactorily complete a medical examination for deployment.

The job provides the opportunity to learn how USACE operates in a
reconstruction effort. You will deal with competing priorities and
corporate approach to improving programs and methods of operation. To be
successful in this position, you will need to (a) know your job; (b) be

with dignity and respect. This position provides an opportunity to join
an organization of both military and civilian personnel who are working
side-by-side as dedicated professionals committed to the reconstruction
mission within Afghanistan.
At the employee's discretion, assignment
duration may be 6 months, 9 months or 1 year. Detail may be extended up
to a maximum of 5 years.
NOTE: This vacancy will be filled by REIMBURSABLE DETAIL. Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions. Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities. Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local Emergency Operations Center so availability of refrigeration at the work site can be determined. Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy. Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected. Foreign post differential of 35% is authorized while TCS/TDY to downrange location. Additional compensation of 35% over basic compensation will be granted to employees for service at designated danger pay costs. Locality pay does not apply in the overseas area if accepting a TCS assignment. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas if accepting a TCS assignment.
