This position is located in Oakland, CA with the Department of Defense, Office of Inspector General (DoD OIG), Office of the Deputy Inspector General of Investigations (DIG INV), Defense Criminal Investigative Service (DCIS), and Investigative Operations Directorate.

Duties

Help

  • Serves as the Resident Agent in Charge (RAC).
  • Ensures the timely performance of satisfactory quantity and quality of work, by reviewing, accepting, amending, or rejecting work products.
  • Develops budget and program planning documents for the Field Office Special Agent in Charge as required.
  • Analyzes all preliminary criminal or final investigative reports to ensure compliance with investigative directives, standards, and guidelines.
  • Serves as court witness and frequently testifies before grand juries, courts, or administrative hearings regarding the crime and evidentiary proofs ascertained through investigative efforts.
  • Plans, organizes, and conduct complex investigations into alleged frauds and violations of Federal Acts affecting labor laws provisions, DoD contracts, contractors, and contractor employees, falsifications of contractor's certified payroll; and failure to comply with DoD contract specifications.
  • Organizes and conducts investigations of violations of Title 18, United States Codes (USC) including fraud, bribery, larceny of Government property and influence in DoD contracting, and other federal statutes covering fraudulent activities.

Incumbent will be required to work, or be available to work substantial amounts of unscheduled overtime duty based on the needs of the agency, and will receive availability pay, a special form of premium pay fixed at 25 percent of the adjusted salary (basic and locality).

Incumbent must submit a photocopy of a training certificate indicating the successful completion of the Criminal Investigations Training Program (CITP) at the Federal Law Enforcement Training Center in Glynco, GA, or an equivalent Federal course, such as the FBI Academy, DEA Academy, or U.S. Army Criminal Investigation Division Special Agent Course.  Tribal, State, and local law enforcement academy training does not meet this requirement.

Federal employees currently serving in the Competitive Service must acknowledge that they will voluntarily leave the Competitive Service by accepting an offer of employment in the Excepted Service. 

If you have not previously successfully completed a trial period within the Federal Government in a similar position, you will be required to serve a two year trial period.

U.S. Citizenship is required for this position.

Must be current or former Criminal Investigator Series, 1811.

May require up to 25 % of temporary duty travel (TDY).

Selectee must possess and maintain a valid state driver's license.

May be required to serve a 1 year supervisory probationary period.

Required to submit a financial disclosure form at time of appointment and annually.

Permanent Change of Duty Station (PCS) expenses MAY BE authorized.

Selectee will be required to sign the Mobility Agreement as a condition of employment.

May require potential travel/or deployment to Southwest Asia.

Qualifications

To meet basic requirements for this position, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service. Specialized experience: You must demonstrate that you possess experience in, or have shown the potential to develop, the qualities of successful leadership in: investigates procurement and contract fraud; bribery/corruption; theft and/or illegal export of sensitive defense articles; and other complex fraud allegations involving DoD program and operations; skill in criminal investigative techniques, rules of criminal procedures, laws and rules of evidence, search and seizure and related issues in the conduct of investigations. Such experience must have equipped the applicant with the particular knowledge, skills, and competencies to perform successfully the duties of the position.

Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:

(2). Knowledge of criminal procedures and court proceedings

(3). Skill in Conducting Investigations

(4). Knowledge of Federal law enforcement/criminal justice theories, techniques, procedures and practices

(5). Skill and ability to communicate effectively both orally and in writing

Requirements:

Position has been designated as Top secret/Sensitive Compartmented Information (TS/SCI);incumbent is required to obtain and maintain a Top secret/Sensitive Compartmented Information (TS/SCI) Security.

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG.  Organizational entities within the DoD are not required to conduct mandatory drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.

This position requires a pre-employment physical exam and a pre-employment physical readiness test. An annual physical exam & semi-annual physical readiness test is required for the duration of employment.  

This position requires qualifications to carry and use government-owned firearms as part of assigned duties (and maintain this qualification).   Employees are ineligible for this position if, at any time, they have been convicted of a misdemeanor crime of domestic violence, unless the conviction was expunged, set aside, or he/she received a pardon. The applicant selected for this position must be able to qualify and maintain authorization to carry firearms including no current or previous domestic violence charges/convictions.

This position is considered a secondary law enforcement administrative position and is covered under the special retirement provision for secondary law enforcement positions.
