JOB DESCRIPTION: GEOINT Analysts (Thermal Infrared Image Science) apply advanced techniques to determine the intelligence and geospatial information contained in thermal infrared imagery. They conduct phenomenological studies on objects or events of interest to inform intelligence conclusions. They develop algorithms, evaluate tools, and create customized infrared methodologies and products to address a variety of geospatial intelligence problems.
DEVELOPMENTAL ASSIGNMENT: Some positions advertised are Band 2 Developmental Positions and part of the NGA Developmental Program (DP). Positions in the DP will be hired with starting base salaries ranging from $35,359 to $52,329. Employees in the DP program will be evaluated annually to determine if they meet performance and proficiency requirements. If requirements are met, DP employees will be eligible for an annual DP increase to support progression through the entry/developmental pay band. Upon meeting all performance and proficiency requirements the employee is eligible to be promoted to Band 3 and will be graduated from the DP program.

ADDITIONAL INFORMATION: The Office of Sciences and Methodologies provides timely, relevant, and crucial Geospatial Intelligence (GEOINT) science solutions for combat support and national intelligence missions. The office leads the integration of advanced sensor phenomenology, leverages new technologies, and develops new techniques and methodologies to enable the deepening and broadening of analytical expertise. Applicants should have a basic understanding of satellite, tactical, and close range ground imaging systems. The applicant should be cognizant of image processing systems, electronic light tables, geographic information systems, and related applications; be familiar with national imagery, commercial, civil and tactical and ground image sources; be familiar with basic image processing tools and techniques; be able to develop, code, and implement new algorithms and work processes; be able to explain technical concepts to non-specialists in an understandable manner; and may serve as the technical representative to various community working groups.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Promotions may be conducted during the annual pay for performance process or throughout the year via the Assignment Opportunity Notices (AON). Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.
This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 4) Possess a basic math background to include trigonometry, statistics (least squares), and linear algebra;
5) Demonstrated experience operating both independently and on a team.
EDUCATION REQUIREMENT: A. Education: Bachelor's degree in Engineering, Imagery Science, Mathematics, Physical Science, or a related discipline. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of college work is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years.
DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1) Experience with some or all of the software tools: AGITK, MuSES, Photomodeler, SocetGXP, Compass, RemoteView, GEOTRANS, Mensuration Services Program (MSP), SatelliteTool Kit, Matlab, ENVI, IDL, and Erdas Imagine;
2) National, civil, or commercial imaging systems;
3) Image processing;
4) Digital signal processing;
5) Prototyping and Coding.
