Fort Lee, Home of Logistic Warriors, is a US Army installation located near the Tri-Cities of Petersburg, Colonial Heights, and Hopewell, VA. Fort Lee is south of Richmond, the Capital of Virginia. There are a number of important missions accomplished by the activities located here. The missions accomplished at Fort Lee include combat and training development and the professional development of military personnel through various training programs. The civilian employees serve a vital role in direct support of the US Army mission that is crucial to supporting military operations. Duties

Help

  • Plans out carries out programs concerning internal and external training evaluation in the area of Ordnance training.
  • As a professional educator/evaluator, researches, analyzes, develops. and prepares documents and reports regarding training effectiveness.
  • Evaluates results and uses findings in planning and developing new methods for presenting training.
  • Tailors recommendations from evaluations to meet the needs/deficiencies of students.
  • Serves as the expert in innovative evaluation techniques.
  • Evaluates alternative instructional media based on the expert in innovative evaluation techniques.
  • Analyzes concepts, plans actions, conducts research, coordinates information for input, and provides feedback on evaluation of approved training.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement:

I have a bachelor's degree or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1.) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2.) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3.) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4.) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. (5.) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. (Note: You must attach a copy of your transcripts.)

Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as providing training and preparing lesson plans; experience evaluating training methods and course objectives; experience analyzing, designing, developing, implementing instructional curriculum for military and/or civilians.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Ability To Develop Training Materials
  • Ability To Coordinate Project Assignments
  • Ability To Prioritize The Workload

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the (GS-09) grade (or equivalent).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:

Education Substitution for Specialized Experience for GS-11: Successful completion of 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree from an accredited college or university. (Note: You must attach a copy of your transcripts.) if related to the work of the position.

Combination of Experience and Education Substitution for Specialized Experience for GS-11: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience or education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. (Note: You must attach a copy of your transcripts.)

Foreign education must be evaluated for U.S. equivalency in order to be considered for this position. You must include this information with your application package.
