Help

In this position you will serve as a business financial manager for major acquisitions for the Coast Guard.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

* Develop plans and policies for, and make recommendations to, the resource and program management offices in the formulation and development of business, cost estimating and financial management processes such as Earned Value Management, Cost Estimating or a similar management tool to analyze the performance of contract and non-contract acquisitions.

* Analyze program policies developed by other offices in order to evaluate the design, implementation, and resulting effectiveness of acquisition programs as the result of earned value analysis. Participate as an active member of acquisition program Integrated Program Teams and in Integrated Baseline Reviews for multiple projects/contracts.

* Serve as the Air, Surface, or C4ISR program lead and expert on budgeting and other financial management activities. Develop and interpret financial reports, statements, and data for trends; identify deviations from standards and/or plans, and project data into the future.

* Provide cost estimating and analyses support to assigned projects.

* Provide expert analysis and evaluations to management that encompass budgetary resource planning and execution required for effective management, operations, and decision making.

* Analyze and evaluate complex financial and accounting transactions to determine compliance with statutes and regulations. Reconcile discrepancies and determine entries/actions to balance accounts.

Qualifications

GS-14: To qualify, the applicant must have one year of specialized experience at the GS-13 grade level. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of qualifying experience include the following: making resource and budget recommendations; developing program plans, goals, objectives and milestones for evaluating and measuring the effectiveness of programs; designing and conducting studies and analyses; analyzing and recommending improvements to administrative processes and/or program activities, workforce and position utilization, organizational budgets, and organizational changes using qualitative and quantitative methods; researching, analyzing, and developing solutions to program issues and problems; leading and/or contributing to reports and other presentations on program planning and evaluation.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

You will receive credit for all qualifying experience, including volunteer experience.
