This position is located in Alexandria, VA with the Department of Defense, Office of the Inspector General (OIG), Office of Quality Assurance and Standards (QAS).  The incumbent of this position serves as Auditor.

Duties

Help

  • Conducts program evaluations, inspections and validation reviews. 
  • Develops procedures for and conducts ongoing and special reviews and studies of financial and operational systems and  processes.
  • Assists with the managers internal control program and annual statement of assurance. 
  • Provides expert advice to QAS criminal investigators during investigations, or other special projects assigned.
  • Presents recommendations to QAS management and OIG senior staff. 
  • Prepares and delivers briefings to other specialists and program managers. 
  • Prepares written and oral recommendations for improving the delivery of program reviews.
  •  Analyzes legislation, regulation, and policy to determine relevance to OIG.

Requirements:

Position has been designated as Non-critical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.

U.S. Citizenship is required for this position.

May require up to 10% of temporary duty travel (TDY).

Permanent Change of Duty (PCS—Relocation) expenses WILL NOT be paid.

Qualifications

Basic Requirements:

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Basic Requirement: A degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting/auditing courses.  (The 24 hours may include up to 6 hours of credit in business law.)

OR

A qualifying combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses (the 24 hours may include up to 6 hours of credit in business law) or a certificate as Certified Public Accountant or a Certified Internal Auditor.

Note:  Due to the education requirement of this position, an unofficial or official transcript must be submitted at the time of application.  If transcripts are not received, you will be ineligible.

Specialized Experience Definition: Applicants must have at least one year of experience equivalent to the GS-12 in work that involves utilizing professional knowledge of the theory, concepts and practices of accounting and auditing to ensure quality work when conducting audit reviews; analyzing data, drawing conclusions and recommending corrective action; and working as an audit team member ensuring overall projects are accomplished within Generally Accepted Government Auditing Standards (GAGAS) and other established guidelines and timelines.

Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:


(1). Ability to identify and develop oversight activities in auditing

(2). Knowledge of and the ability to apply audit concepts, principles and techniques

(3). Skill in interpreting, applying, and revising standards, policies and procedures

(4). Ability to communicate verbally and in writing

Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

All qualification and Time in Grade requirements must be met by the closing date of this announcement
