Summary

Serves as the Council of the Inspectors General on Integrity and Efficiency's (CIGIE) Chief Information Officer (CIO) responsible for the overall strategic direction of CIGIE's IT program, including formulating and developing short and long-range plans and technology policies that increase levels of service, as well as staff understanding of and compliance with IT-related policies. The IT Program Manager plans, leads, coordinates, communicates, and ensures the success of the CIGIE's IT priorities, policies, and programs. The IT Program Manager also provides advice to the Executive Director and CIGIE Leadership regarding all aspects of the CIGIE's information technology functions and operations. The IT Program Manager reports directly to the Executive Director and is responsible for IT planning, policy, acquisition, utilization and manpower, including project selection, security/risk management, quality management, and resource allocations.  This position is at a micro-Federal entity.  As a result, this position will directly implement, or directly oversee contractor implementation of CIGIE IT operations.

Duties

Help

·        Plans, develops, and implements CIGIE's IT policies and program, ensuring that the IT infrastructure is in compliance with federal regulations and technical guidelines, and meets operational needs of the CIGIE.  Additionally, implements IT operations, as necessary.

·        Develops and maintains IT strategic plans based on assessments of CIGIE's current and future needs, external policy guidance, and resources.  Directs short and long-range IT planning and policy development, integrating these with the CIGIE's planning, programming, budgeting, and management processes, IT capital planning, investment management, and IT workforce planning and human capital needs.

·        Develops, maintains, and facilitates the implementation of a sound and integrated information technology architecture.

·        Researches and evaluates all available technologies and standards to meet CIGIE requirements.  Identifies functional and security related features; finds opportunities for new capabilities to mitigate cyberspace vulnerabilities.

·        Ensures the rigorous application of information security/information assurance policies, principles, and practices in the selection and delivery of IT resources and systems that meet FISMA requirements.

·        Directs systems operations, network services, and web services, ensuring that they are reliable, available, and cost—effective.

·        Oversees federal and contract IT personnel, establishes and prioritizes work assignments, sets overall IT operational goals and schedules, evaluates performance, and provides technical advice and assistance to resolve problems referred by the staff.  Identifies developmental and training needs of federal IT staff members.

Qualifications

    Specialized experience required of this position include:  (a) Demonstrated expert knowledge interpreting and applying laws (e.g., FISMA and the Federal Information Security Modernization Act of 2014), regulations, executive orders, and other policies governing information technology management systems to achieve the mission; (b) Skill in planning, development, and implementing of enterprise-wide strategies, strategic and tactical IT plans, service delivery, and infrastructure modernization programs; and (c) Demonstrated specialized experience through hands on experience within an IT, telecommunications or network services organization providing services to the organizations internal and external customers including performing the following: developing requirements and marketing approaches; conducting IT, telecommunications , network services, and web services, strategic planning and industry analysis; analyzing, evaluating, and resolving problems and requirements in IT; reviewing and preparing technical and pricing reports, creating contract clauses, service level agreements, and performing vendor evaluation.
