This position is located within the Office of Security and Strategic Information (OSSI), a component of the Division of Administration (ASA) within the Office of the Secretary (OS) of the Department of Health and Human Services (HHS). OSSI is headed by the Deputy Assistant Secretary for Security, Intelligence, and Counterintelligence (DAS Security) who directly reports to the Assistant Secretary of Administration for security issues and directly reports to the HHS Deputy Secretary as the Secretary's Senior Intelligence Official for intelligence and counterintelligence issues. OSSI is comprised of four components: the Directorates of Intelligence (DI), Counterintelligence, Physical Security and Personnel Security.
The incumbent reports directly to the Deputy Director of DI, and serves as an intelligence expert on matters pertaining to public health issues and threats. A keen understanding of the IC is critically important. As such, the incumbent should be recognized as a professional expert that can apply advanced analytical skills to identify, assess, and report on highly complex public health issues and threats that could degrade the effectiveness of HHS' mission. These issues include infectious disease outbreaks; chemical, biological, radiological and nuclear (CBRN) threats; global health diplomacy concerns; terrorism threats; and natural disasters.

analyzing, compiling, reporting and disseminating intelligence data; and/or knowledge of organization(s) and methods of collecting and analyzing intelligence data in order to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects.

B. Have three full years of graduate education leading to a PhD or equivalent degree of study. An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours will satisfy the one year of full-time study requirement.

C. Have a combination of experience as described in "A" above and education in excess of 2-years as described in "B" above. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Please note that only graduate education in excess of the first two years may be used in this calculation.
Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.
