This position is located in the US Property and Fiscal Office (USP&FO) Comptroller Division, Financial Services Branch. The purpose of this position is to provide analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial services. Incumbent uses complete understanding of inter-related systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records.

In order to meet the minimum qualifications for this FINANCIAL SERVICES TECHNICIAN position, you must meet the following criteria.
GENERAL EXPERIENCE:
Experience, education, or training in progressively responsible clerical, office, or other work which demonstrates the candidates' ability to communicate with individuals at different levels in order to assist and provide information. Experience using computers and automated systems.
SPECIALIZED EXPERIENCE:
Must have at least 18 months experience doing thorough accurate work that requires a logical sequence of steps to accomplish a task. Experience in obtaining and interpreting information, organizing and developing clear and meaningful written information. Experience providing technical and specialized administrative data, background material and references upon request.
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Completion of two academic years of education in an accredited college or university will satisfy the requirements for GS-04 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to six months of specialized experience for GS-05 positions.
KSA's:
Candidates will be evaluated on the basis of the KSA's listed below. Applicants are encouraged to address the KSA's in their application or resume or by submitting a supplemental statement with their application. Written response to each KSA will ensure that specialized experience criteria is recognized and credited.
1. Comprehensive knowledge of and skills in the interrelationships of the various financial, personnel and computer file systems, methods, techniques, precedent cases and procedures to resolve especially difficult and/or sensitive problems.
2. Uses broad in-depth, practical knowledge and judgment to reconstruct inaccurate accounts, gathers and organizes information for inquires and resolves problems referred by others.
Knowledge and skill to suggest specific changes to the guidelines themselves, development of control mechanisms, additional training for customers and specific guidance related to the procedural handling of documents and information.
3. Knowledge and skills of the procedures and techniques to conduct difficult and responsible analysis and determinations within a complete financial management system to validate transactions and to perform research to resolve inconsistencies.
4. Knowledge of related financial regulations and rulings covering diverse types of transactions to function as a technical authority to resolve an extensive range of issues or problems.
5. Knowledge and skill to suggest specific changes to the guidelines themselves, development of control mechanisms, additional training for customers and specific guidance related to the procedural handling of documents and information.
6. Knowledge of personnel regulations and personnel management systems necessary to understand the interface with financial management systems and how they affect pay and entitlements to Soldiers and civilians.
7. Skill in determining appropriate travel entitlements for multiple duty statuses and situations including TDY, local travel, PCS and ITA's. Knowledge of tax regulations, systems, and processes involving tax documents, DITY payments, and RITA payments.
8. Skill in researching, interpreting, analyzing, and applying regulations, policies, procedures and legal decisions and issuances regarding the full range of financial and commercial services provided, including public law; fiscal law; DoD, DA, FORSCOM, NGB, and DFAS regulations; Standing Operating Procedures; and Comptroller General Decisions.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal.
Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence:
1. Category I: All excepted service technicians in the New York Army National Guard for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.
2. Category II: All currently employed excepted service technicians in either the New York Army or New York Air National Guard.
3. Category III: Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard.
