This position centers around the digital engagement space and will encompass responsibilities in web design, multilingual engagement, working on digital and mobile platforms, and social and web content. This position starts at a salary of $54,972 (IC-09) or a salary of $66,510 (IC-11).

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This position is being announced under FEMA's Cadre of On-call Response/Recovery Employee (CORE) Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability. Veterans Preference does not apply to the CORE selection process.

Help

In this position, you will work within the knowledge of written and oral communication principles, techniques and methods, analytical methods, and interpersonal relations practices in the digital engagement space. Typical assignments include:

  • Conducting user interface enhancements to disaster-related digital products, including fema.gov, m.fema.gov, smart phone app, and social media accounts
  • Developing content for any disaster-related, multi-lingual social media channels
  • Assisting with planning of product enhancements and content for digital mobile platforms
  • Assisting with work related to public affairs activities related to communications and coordination of agency messages - through the use of social media
  • Conducting data analysis, training, reporting, and program planning

To qualify for this position at the IC-09 level, you must have one of the following:

One full year of specialized experience equivalent to the IC-07 level in federal service. Specialized experience for this position includes 1) managing and writing content for Facebook or Twitter for a government agency, business, or nonprofit agency, and using, either personally or professionally, Pinterest and LinkedIn; 2) developing job aids to develop and write informational material designed to reach selected national audiences through digital media with an emphasis on Spanish language digital media; 3) analyzing statistics and metrics to gauge the effectiveness of multi-lingual outreach sources; and 4) generating reports for leadership to review digital engagement activity and its outcome.

OR A Master's or equivalent graduate degree

OR 2 full years of progressively higher level graduate education leading to such a degree

OR An LL.B. or J.D. if related

To qualify for this position at the IC-11 level, you must have one of the following:

One full year of specialized experience equivalent to the IC-09 level in federal service. Specialized experience for this position includes 1) developing multi-lingual web communication content for disaster-specific web pages and other pages that support disaster survivors; 2) implementing multi-lingual digital engagement outreach opportunities to serve disaster survivors; 3) collaborating with key communication and data team to utilize all multi-lingual communication channels; and 4) maintaining public affairs principles, methods and techniques on all multi-lingual digital communications channels.

OR A Ph.D. or equivalent doctoral degree

OR 3 full years of progressively higher level graduate education leading to such a degree

OR An LL.M or J.D. if related

In addition to meeting one of the requirements listed above, all applicants must meet the following Selective Placement Factors in order to qualify for this position:

1) Applicant must speak fluent English and Spanish.

2) Applicant must have experience managing and writing content for social media sites, such as Facebook, Twitter, Pinterest, and LinkedIn.
