Summary

The January 23, 2017, Presidential Memorandum, entitled "Hiring Freeze", ordered government agencies (including DoD Office of Inspector General) to freeze all hiring of Federal civilian employees.  In an effort to ensure DODIG is best positioned to resume hiring after the hiring freeze expires and the Office of Management and Budget (OMB) issues its plan to reduce the size of the Federal Government's workforce, DODIG will continue its recruitment efforts (post job vacancy announcements, evaluate and screen applicants, interview, etc.).  NO EMPLOYMENT POSITIONS WILL BE FILLED UNTIL RESOLUTION OF THE HIRING FREEZE, or the position qualified for a hiring exemption pursuant to OMB guidance. These positions are with the Department of Defense (DoD), Office of Inspector General (OIG), Office of the Mission Support Team (MST), Human Capital Management (HCM) division, and are located in Alexandria, VA. The incumbents will serve as instructors and program managers responsible for instructing Agency-wide career development classes and administering various career development programs. Serves as subject matter expert in career development matters for all DoD IG employees, including supervisory and managerial personnel.

  • Serves as a program manager for agency-wide professional development efforts

  • Serves as a subject matter expert in professional development for employees and internal and external stakeholders
  • Develops and conducts training needs analysis, competency gap analysis, and other methods to identify workforce professional development needs
  • Develops data-driven recommendations for agency professional development programming

Other Position Requirements

Positions have been designated as Noncritical Sensitive; incumbents are required to obtain and maintain a Secret security clearance.

The incumbents of these positions are required to submit to urinalysis to screen for illegal drug use prior to appointment and are subject to random drug testing for the duration of service with the DoD OIG.

If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period.

The incumbents must adhere to the DoD Standards of Conduct.

Qualifications

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-12 level in the federal service or an equivalent level. Specialized experience is defined as performing federal training and professional development duties such as development and presentation of classes; administration of training presentations; working with contractor-provided training; reviewing and approving training requests; using an automated system to track employee development; gathering and analyzing training program evaluation criteria; or participating in the design and delivery of professional development training programs.

Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:

  1. Knowledge of education and training methodology and learning technology
  2. Ability to deliver training in a classroom environment to a variety of audiences
  3. Knowledge of training function administration
  4. Skill in oral and written communication
  5. Ability to research and interpret law and regulations relating to federal training and career development
  6. Skill in interpersonal relations

All qualification and time-in-grade (if applicable) requirements must be met by the closing date of this announcement.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for specialized experience at this level.
