This position is located in the Management and Planning Division (M&P), Office of Security Programs (OSP). The M&P Division provides advice to OIG senior leadership on administrative and fiscal policy and assists OIG components in the areas of budget formulation and execution, security, personnel, training, travel, procurement, property management, information technology, computer network communications, quality assurance, internal controls and general support. OSP is responsible for effectively protecting personnel, offices, and information which enables the OIG to accomplish its mission and goals.

This vacancy may be used to fill other similar and/or comparable positions throughout the agency within the stated duty station within six months of certificate issuance

Duties

Help

If you are selected for this position, some of the duties you will be responsible for are:

  • planning, analyzing, implementing and maintaining of information systems to ensure the availability of security programs, policies, and procedures utilized within the OIG,;
  • identifying, implementing, and assessing IT security controls;
  • ensuring systems are operated, maintained, and disposed of in accordance with IT policies;
  • serving as a principal advisor on all matters involving IT security systems;
  • certifying information systems; and
  • overseeing OIG network security reporting;

Qualifications

Applicants for this position must meet the Selective Placement Factor:  Ability to certify government information systems both classified and unclassified.  Applicants that do not meet the selective placement factor will be ineligible for this position.  To demonstrate this skill, applicants must posses:

  •  Experience certifying information systems and networks accreditation in accordance with NIST 800-53; and
  • Experience developing approaches that meet network requirements, and develop and revise existing policy;

To qualify for this position at the GS-13 level, applicants must possess specialized experience equivalent to the GS-12 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the position to be filled. Examples of specialized experience includes:

  • Experience implementing and monitoring enterprise-level IT security tools,
  • Experience implementing and/or securing technology components, protocols and systems,
  • Experience leading vulnerability management efforts,
  • Experience administering and securing computer operating systems and/or network devices,
  • Experience detecting and protecting systems against common adversary tactics, techniques and attack vectors, or
  • ISSO experience to include developing system security plans, conducting security assessments and managing Plan of Action.

At the GS-14 level, applicants must possess specialized experience equivalent to the GS-13 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the position to be filled. Examples of specialized experience includes:

  • Experience implementing and monitoring enterprise-level IT security tools,

Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to the specialized experience mentioned above, ALL applicants must have IT-related experience demonstrating each of the four competencies listed below on their resume.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
