Summary

This position is located in the Department of Defense (DoD) Office of the Inspector General (OIG). The incumbent is responsible for supporting all programmatic aspects of the operation, development, and sustainment of the Defense Case Activity Tracking System (D-CATSe).  D-CATSe is a next- generation case management system, built on the Microsoft Dynamics CRM platform, to manage the DoD OIG Hotline and administrative investigations functions. The incumbent is a senior member of the program office and a technical expert responsible for managing program elements and planned implementation across the DoD.

Duties

Help

Duties as an IT Project Manager (DCATSe) may include the following duties but are not limited to:

  • Plans, coordinates, and executes activities for DCATSe, a mission critical IT program for the OIG. Ensures system compliance with Federal, DoD, and OIG policy and regulations.
  • Establishes and maintains IT program management policies, goals and objectives for
    DCATSe. Conveys to employees, including contractors, agency IT project methodologies, work sequences, and changes in work requirements. Chairs or participates in groups to review project activities, direction, and policy.
  • Manages IT projects through all phases from project initiation, configuration or development, testing, and project closure.  Develops, tracks and maintains project management plans to ensure all projects are accomplished on time, within prescribed funding parameters, and in accordance with business objectives.  Applies expert knowledge to manage risks and maintain control of time, scope and costs. Uses both waterfall and agile methodologies to facilitate projects.
  • Performs lifecycle cost analysis, cost benefit analysis, and economic evaluations of current or proposed program operations.  Responsible for monitoring project expenses; developing contractual documentation (Statements of Work [SOW] and Performance Work Statements [PWS]); reviewing and evaluating contractor proposals, and making recommendations and awards.
  • Maintains efficient and effective customer communications, manages customer expectations, and ensures the project stays within the documented project scope.  Documents customer requirements and ensure project objectives align to meet business needs.  Effectively communicates with a variety of audiences ranging from senior level management to solution implementation teams.

Position has been designated as Non-critical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.  

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.

 

U.S. Citizenship is required for this position.

 

Requires approximately 10% of temporary duty travel (TDY) may be required.

 

Permanent Change of Duty (PCS—Relocation) expenses WILL NOT be paid.

If you have not previously successfully completed a probationary period with the Federal Government in a similar position, you will be required to serve a one year probationary period.

Qualifications

Applicants must have 52 weeks of experience at the GS-13 level or equivalent.  Specialized experience is defined as:  technical expert responsible for leading and managing IT projects for defense-wide and mission systems, applications, and infrastructure efforts using the Project Management Body of Knowledge principles.  Duties for this position include, providing direction, plans, coordination, and execution of D0D-wide, agency-wide, and mission critical IT projects.

Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:

Competencies: 

  • Knowledge of IT Project Management 
  • Knowledge of IT DoD IT management, acquisition, and capital investment regulations and policies.

Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.
