Summary

The incumbent serves as the Freedom of Information Act (FOIA) and Privacy Act (PA) Officer for FinCEN and is responsible for the full range of activities that are involved in the administration of those programs, particularly in responding to requests received under these Acts. Develops and administers program guidelines and policies and makes determinations concerning the application of the laws, regulations, and policies.

Security Clearance: This position has been designated national security Level IV, Critical Sensitive. Applicants must possess a favorably adjudicated Single Scope Background Investigation (SSBI), and have been awarded a Top Secret clearance or be willing to undergo a SSBI, and the SSBI must be favorably adjudicated. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the SSBI, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

As a Government Information Specialist (FOIA & Privacy Act), you will:

  • Utilize skill in interpreting and adapting the underlying principles, purpose, and intent of legal and regulatory guidelines in making program determinations.
  • Provide programmatic direction that encompasses written, electronic and telephonic communications.
  • Develop and administers systems to acknowledge requests, assign case numbers, track progress in responding to requests, and maintain a full array of related documentation.
  • Prepare responses to congressional inquiries and consults with other Federal agencies regarding policies and procedures pertaining to information access legislation.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

  • Researching, interpreting, and applying information disclosure regulations, legal principles, policies and provisions of the Freedom of Information Act (FOIA) and Privacy Act (PA) to specific cases and issues; AND
  • Developing responses to information disclosure requests explaining proposed actions and developing responses to inquiries from various audiences.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
