About the Position:

The US Army Research Institute for Environmental Medicine (USARIEM) recognizes the importance of environmental and operational contingencies for the health performance and effectiveness of soldiers in training or combat. Current research focuses on biophysics and biomedical modeling, military nutrition and physical, cognitive, behavioral, and psychomotor performance, and environmental extremes. As a Public Affairs Specialist, the incumbent is responsible for fostering an atmosphere of trust in order to develop internal and external relationships and exchange information that will further USARIEM's mission.

 

This is a contingent (TERM) appointment Not-To-Exceed 2 years. Individuals selected for this TERM position may be eligible for conversion to a career-conditional appointment at a later date. To be converted, the employee must (1) have been selected for the contingent position under competitive procedures, (2) must have served 2 years of substantially continuous service in the contingent appointment, (3) be selected under merit promotion procedures for the permanent position, and (4) have a current rating of "B" or better.

 

This is a TERM Not-To-Exceed 2 years that may be extended to a maximum of 5 Years. MRMC Command is authorized to extend a contingent appointment one additional year.

 

USARIEM participates in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 pay band is equivalent to the GS-11 Step 01 through GS-12, Step 10 level. In keeping with Demonstrating pay fixing policies, employees earning a salary that falls within this pay band equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system.

Duties

Help

As a Public Affairs Specialist, you will:

Manage strategic communications for internal and external clients, which includes a weekly printed paper and social media sources, including Twitter and Facebook.

Review books, manuscripts, and other publications of interest that are related to the location's activities and mission.

Serve as a mentor to location employees with responsibility for developing talking points for dignitaries and visitors.

Participate in visitor preparations, which includes understanding the nature of the visit and planning activities appropriately.

Manage the location's website, photo directories, and media boards.

Act as the location historian with responsibility for maintaining historic documents and providing information as requested.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: one year of specialized experience equivalent to the next lower grade level (GS-09) in the federal service which involves: (1) developing and making presentations with scientific or medical content for audiences who do not have a scientific or medical background; (2) developing written work products that include graphics; (3) interacting with the public, which includes answering questions; (4) managing a website and updating various forms of social media.

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

    1. Skill in interpersonal relations
    2. Ability to develop written work products that include factual information and graphics
    3. Ability to manage a website and prepare information for other sources of public media

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify.  For this job, you may qualify if your education meets the definitions below:

 

GS-11:  Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
