Help

As an Attorney Advisor in the Office of Counsel you will play a critical role in guiding and supporting the cross cutting and sensitive work of the Office of Inspector General. Typical work assignments include:

  • Leading and conducting special reviews and administrative investigations of actions of the Department of Homeland Security and its components as part of a legal or multi-disciplinary team, including whistleblower protection investigations.
  • Provide legal counsel to the Inspector General and the various OIG operating units on a wide range of highly varied legal issues involving civil, criminal, and administrative law; fraud; appropriations; procurements; grants; Freedom of Information Act; Privacy Act, whistle blower protection; ethics; equal employment opportunity; employee discipline and other human resources matters, among other issues.
  • Provide legal advice and guidance to OIG staff, including law enforcement agents, in connection with specific criminal, civil and administrative investigations, audits, inspections and program evaluations. Design investigative plans, collaborate with law enforcement agents, review evidence and information, draft reports, analyze investigations, draw conclusions, and make recommendations.
  • Provide legal advice and counsel to senior OIG managers in connection with internal administrative and personnel matters. Represent the agency in administrative litigations.
  • Assist with the preparation of Congressional testimony and responses to Congressional requests for information. Analyze legislative issues affecting the Department and the OIG, including the review of proposed legislation, regulations, and department orders.
  • Serve as OIG liaison with the Department's Office of General Counsel, and as a liaison with the Department of Justice in connection with civil and criminal matters arising out of the OIG operations and activities.

To meet those standards, all selected applicants must undergo and successfully obtain and maintain a background investigation for a Secret clearance as a condition of placement into this position.

Qualifications

Applicants much possess at the GS-13 grade level a J.D. degree, be an active member of the bar in good standing (any jurisdiction), have at least 3 years of post J.D. legal experience one of which was specialized experience at, or equivalent to, the GS-12 grade level. Examples of specialized experience may include: Conducting in-depth legal research; writing complex legal documents; significant experience developing research strategies for legal issue; making oral presentations and communicating research results; and the ability to work well with individuals from other discipline to analyze a great deal of information in a limited period of time, and to produce a superior written product reflecting that analysis in a timely fashion; Excellent academic credentials.

Applicants much possess at the GS-14 grade level a J.D. degree, be an active member of the bar in good standing (any jurisdiction), have at least 5 years of post J.D. legal experience one of which was specialized experience at, or equivalent to, the GS-13 grade level. Applicants must meet all qualification requirements, including the following, by closing date of this announcement: 1.) Be a graduate of a law school accredited by the American Bar Association at the time of graduation, and 2.) Be a current member of a bar with a valid license to practice law in a state or territory of the United States, District of Columbia or Commonwealth of Puerto Rico.

Candidates are required to possess certain Knowledge, Skills, Abilities or Other Characteristic (KSAOs) to successfully perform the functions of this position.The Competencies are:

You will receive credit for all qualifying experience, including volunteer experience.

Education

Education requirements includes: a professional law degree, J.D., LL.B., and /or LL.M. You must be a graduate from a law school accredited by the American Bar Association and be a current active member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar. for an attorney position.
