The selectee for this position serves as an Administrative/Technical Specialist in the Engineering and Development Branch of Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division. The position is located at Picatinny Arsenal, NJ. As an Administrative/Technical Specialist, NT-02 (GS-05-08 equivalent), NT-03 (GS-09/10 equivalent) or NT-04 (GS-11/12 equivalent), you will serve as a Technical Editor to independently create and edit technical documents relating to Test and Evaluation (T&E) operations and equipment. You will work with groups to guide them and ensure that reports meet Navy requirements in describing tests for Naval Ordnance. You will develop and manage data bases, including report/tracking databases for Quality Management and Enterprise Resource Planning (ERP) inventory tracking. You will also propose changes for improvements to current processes and data management.

Your duties as an Administrative/Technical Specialist include, but are not limited to:
*Creating, and editing Test and Evaluation (T&E) reports, technical reports, articles for publication, contract procurement data packages and manuals related to T&E operations and equipment.
*Analyzing materials to reorganize/revise to ensure conformity to required written styles, organization, and manner of presentation.
*Interpreting technical and logistical information to ensure information aligns with the intended audience, consistent with policy and program goals.
*Developing and managing technical data and databases to track materials and work processes.
*Implementing use of automated software to edit and prepare technical documents as well as database development/management.
*Meet with others to assist with technical document development and improvements.
*Communicate effectively orally and in writing.

MINIMUM QUALIFICATIONS/SPECIALIZED EXPERIENCE:
FOR NT-02 (GS-05/08 equivalent)
Your resume must demonstrate three years of general experience that includes one year of experience equivalent to the NT-01 (GS-01/04) in the Federal service or equivalent experience in the private or public sector OR possess one or more of the following:
B. Have successfully completed a four year course of study leading to a bachelor's degree.
c. Have a combination of experience and education as described above that equates to one year of experience.
NT-02 specialized experience must demonstrate the following: Drafting documents such as standard operating procedures, memorandums, or articles for publication.
FOR NT-03 (GS-09/10 equivalent)
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band (NT-02 or GS-05/08 equivalent) in the Federal service or equivalent experience in the private or public sector OR possess one or more of the following:
B. Successfully completed a master's or equivalent graduate degree. C. Successfully completed two full years of progressively higher level graduate education leading to a master's degree. The education included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. (The equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school.)
D. Have a combination of experience and graduate education as described above that equates to one year of experience. The education included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position (the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school); or, experience demonstrated ability to acquire and present technical information through independent reading, interviews with subject-matter specialists, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods.
