About the Agency

The incumbent serves as the Head, National Library Services (NLS) Music Section in the Network Division. Exercising a high degree of independence, the incumbent is responsible for planning, formulating and recommending policy and establishing priorities of activities for a group of employees performing technical and professional work. The incumbent plans, directs and guides all activities of the Music Section, who receives general administrative direction from the Chief, Network Division (ND). Directs all aspects of the music program of the NLS, providing music services to all blind and disabled individuals in the United States, its territories, and its citizens living in foreign countries. Works independently, utilizing abroad professional knowledge to recommend policy and to establish guidelines and procedures, receiving guidance from the chief, ND, and/or the director, NLS, when decisions have an impact beyond the Division. The music librarian is generally considered an international leader among the community of librarians serving blind and physically handicapped musicians and students.

This position requires a knowledge in English, German and French.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a supervisory, non-bargaining unit position.

Performs the administrative and human resource management functions related to the staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and completes work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Prepares work improvement plans, recommending personnel actions as needed. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests.

Plans for collection management and development to build and maintain comprehensive collections in the area of special format music. Coordinates activities related to collection development across all functional areas of the library, specifically the National Library Service for the Blind and Physically Handicapped (NLS). Serves as an authoritative expert in the collection management and development and is instrumental in developing and interpreting guidelines, programs and policies for widespread use applying Library policy, Federal regulations and legislation, and major guiding principles of national or international library professional groups. Assignments consist of a broad range of library activities or require substantial depth of analysis, and typically require solving problems in information access and dissemination in particularly difficult and responsible circumstances.

Plans, develops, and implements program/project development activities that affect the broad mission of the national music program of NLS. Organizes and directs the development of the digital music collection and continues the digital format conversion of the entire music collection, from the paper-based braille and large print scores to the analog recorded collection. Works with specialized high resolution interactive braille scanners and software with and through staff and contractors. Sets priorities for scores in the schedule for digital format conversion, based on the status of existing masters (braille, large print and recorded), patron needs, current edition holdings, and knowledge of the standard music repertoire by instrument.

Works with Head, Publications and Media Section, for publicity, programs. Plans, directs, and participates in the content and activity of the posts to the Music Section blog ''NLS Music Notes". Initiates, establishes, and maintains professional relationships with librarians and other specialists in order to share resources and information. A major catalyst for much of this is the regular contribution of posts to the Music Section blog "NLS Music Notes." Otherwise, presents papers at conferences, seminars, or meetings in music librarianship and other relevant fields. Prepares articles for publication. Serves as a principal liaison for the organization, namely, NLS, at professional conferences, seminars, and exhibits in the field of music. Works to ensure open communication and cooperation between NLS and producers and blind agencies in the U.S. and abroad. Represents NLS at consumer group, music transcriber, producer and individual patron meetings; participates in national conferences, workshops, and exhibits to articulate NLS policies and procedures in its music program; ensures adherence to American Library Association standards, and interlibrary loan resource sharing.
