About the Position:
This position is with the US Army Installation Management Command, US Army Garrison Fort Hunter Liggett, Directorate of Public Works, Master Planning Division, Fort Hunter Liggett, CA. We are located on the Central Coast of California between Los Angeles and San Francisco. The nearest towns to Ft Hunter Liggett are King City 26 miles north and Paso Robles 50 miles south. Ft Hunter Liggett is located in a rural area so a vehicle is a must; bus, car and van pools are available at select locations.    
Ft Hunter Liggett has many opportunities for outdoor recreation on a large post. It is an easy drive to the Pacific Ocean for beaches, fishing and water sports. Within easy reach are the high Sierras, a winter sports area where the snow is measured in feet and offers summer recreation to include superb camping, hiking and fishing.

Duties

Help

Developing and managing the Real Property Master Plan ensuring sufficient facilities are available to support the mission.

Ensuring plans identify and document funds for all Engineer appropriations necessary to support force structure, force modernization, readiness, and mobilization requirements associated with facility cooperation, utilization, maintenance, repair or construction.

Participating in the technical and administrative design review of all projects.

Ensuring the Real Property Master Plan implements long range plans and organizational goals and objectives for the commands facility vision.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

Basic Requirement for Supervisory Community Planner:

Degree: Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

OR

Degree: Bachelor's degree (or higher degree) in a field related to community planning such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and possess at least one-year of work experience in community planning acquired under the supervision and guidance of a community planner.

OR

Combination of Education and Experience: Courses equivalent to a major in one of the disciplines, as shown in A above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown in A above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: work that involves developing community and installation plans to ensure future availability of resources and organizational readiness; conducting studies to analyze the influence of a military installation, urban neighborhood, rural community, city or orderly growth of a broad urban region; and working with community processes and policies that are subject to change due to physical, climatic, economic, social, political, and financial conditions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Ability to review project submissions.
  • Skill in coordinating stationing actions.
  • Skill in communication.
  • Ability to supervise.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

The Supervisory Development Course (SDC) must be completed within one year of placement into a supervisory position and then completed as a refresher course every three years.
