Summary

The United States Marshals Service is the nation's oldest and most versatile federal law enforcement agency. The missions of the Service include protection of the judiciary, court security, witness security, asset seizure and forfeiture, apprehension of fugitives, prisoner transportation and custody.

Who May Apply: You may apply if you are a US Citizen and Recent Graduate who has completed the requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate program from a qualifying educational institution within the previous 2 years. Veterans unable to apply within 2 years of receiving their degree, due to military service obligation, have up to six years after degree completion to apply.

As the country's first federal law enforcement agency, the United States Marshals Service (USMS) mission is "To protect, defend, and enforce the American justice system." With this mission, USMS staff is responsible for protecting the federal judiciary system, apprehending federal fugitives, managing and selling seized assets acquired by criminals through illegal activities, housing and transporting federal prisoners and operating the Witness Security Program.

In order to support both USMS administrative and operational staff in accomplishing their overall mission in support of the organization, the incumbent serves as a Contract Specialist in a developmental capacity responsible for managing and directing the award, administration, and closeout of various contracts in support of the agency's overarching mission.

Help

Major duties of this position include:


  • Assisting with the planning, development, and establishment of the best contractual strategy for an acquisition;
  • Aiding in soliciting responses from contractors, performing analysis, and assisting with awarding of different types of contracts;
  • Assisting with examination of proposals for compliance with specifications, purchase descriptions, and applicable clauses;
  • Actively participates and/or coordinates with technical team members in various working group teams; 
  • Performing a full range of administrative contractual duties
  • Establishing working relationships with program and contractor management personnel.

Basis Eligibility Requirement for Pathways Recent Graduate Program:All applicants for this position must meet the following Pathways Recent Graduate Eligibility requirement.

Applicants must have completed the requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate program from a qualifying educational institution within the previous 2 years. (MUST SUBMIT YOUR COLLEGE TRANSCRIPTS)  

OR

Applicant is a preference eligible veteran who was precluded from applying for a recent graduate position during the 2-year eligibility period due to a military service obligation, and not more than 6 years have transpired since I completed the requirements for completion of a diploma, degree, or certificate program.

AND

Basic Requirements: To be considered for this position you must meet one of the following requirements:

Successfully completed a full 4-year course of study leading to a bachelor's degree with a major in any field (MUST SUBMIT YOUR COLLEGE TRANSCRIPTS)

OR

Successfully completed 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (MUST SUBMIT YOUR COLLEGE TRANSCRIPTS)

OR

On January 1, 2000, I held a position in the Federal service in the GS-1102 Contract Specialist series and my position was held at the grade level 5 or higher. I have continually held this occupational series since January 1, 2000. (MUST SUBMIT YOUR SF-50)
AND

Minimum Qualifications: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level(s) in which you are applying: 

GS-09:

Specialized Experience: Applicants must have at least one year (12 months) of specialized work experience equivalent to the GS-07 grade level in the Federal service to include:

  • Administer the procurement of goods or services through the use of formally advertised and negotiated procurement;
  • Work with Contracting Officer Representatives (COR) or contractors to obtain clarification and resolve discrepancies and ambiguities;
  • Review requisition packages for adequacy, consistency, and compliance with applicable requirements.
OR

Education: Applicants must successfully completed 2 full academic years of progressively higher level graduate education or a masters or equivalent graduate degree in one of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (MUST SUBMIT YOUR COLLEGE TRANSCRIPTS)

OR
Combination of Specialized Experience and Education: Possess a combination of the above described graduate education and specialized experience such that they total 100% of the stated minimum qualifications for the GS-09 level. Only graduate education beyond the first year (18 semester hours) may be used when combining education and experience for this option. (MUST SUBMIT YOUR COLLEGE TRANSCRIPTS)

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
