Position Description Number: D2271000, GS-1102-07 Developmental Level; D2270000, GS-1102-09 Developmental Level; or GS-1102-11 Full Performance Level

 

This is a National Guard Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The primary purpose of this GS-11 position is to provide sound business advice in the execution of pre-award and post award functions, using a wide range of common contracting methods and contract types, to assist in the procurement of standard or specialized services, commodities, and/or construction within an operational contracting office.

 

The primary purpose of the GS-07 developmental position is to perform developmental assignments which are designed to provide the incumbent, who is serving in a trainee capacity, in the application of common contracting methods and contract types, and to assist in the procurement of standard or specialized service; supply; and/or construction items, services, and/or materials primarily through formal advertising, or through limited use of negotiation techniques. Non-competitive promotion to the next higher grade level is dependent upon: 1) satisfactory completion of the training requirements, 2) demonstrated ability to perform the duties at the next higher grade level, 3) fulfillment of all OPM legal and regulatory requirements for promotion, and 4) recommendation for promotion by the supervisor.

 

The primary purpose of the GS-09 developmental position is to perform developmental assignments which are designed to provide the member, who is serving in a developmental capacity, experience in pre-award and post award functions when they are well-defined and well-precedented, using common contracting methods and contract types, to procure standard or specialized services, commodities, and/or construction through formal advertising and negotiation procedures using primarily firm fixed-price contracts. Provides business advice to the customer. Non-competitive promotion to the next higher grade level is dependent upon: 1) satisfactory completion of the training requirements, 2) demonstrated ability to perform the duties at the next higher grade level, 3) fulfillment of all OPM legal and regulatory requirements for promotion, and 4) recommendation for promotion by the supervisor.

Help

1. Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements. Performs market research/analysis to determine availability of the requirement; analyzes market trends, commercial practices, conditions and technological advances and determines the sources to be solicited. Determines appropriate method of procurement using a wide range of contracting methods and contract types. Selects appropriate contracting approaches, techniques, and procedures to solve a variety of acquisition problems. Analyzes contracting issues and recommends best course of action. Performs acquisition planning along with the program manager/customer, technical, legal, finance and contract pricing personnel to develop market research, acquisition strategy, milestones, evaluation/source selection criteria, and/or incentive or award fee provisions, as applicable. Exercises latitude in dealing with problems arising during the pre-award phase of the procurement action. Plans and carries out the work, selecting the approaches and techniques to be used, and determines actions to be taken on assigned contracts.
2. Procures a wide variety of services, commodities, and/or construction.
3. Executes post-award contract performance management actions on assigned contracts.

COMPATIBLE MILITARY REQUIREMENTS: In compliance with Title 32 United States Code, the compatible military skill set is determined by the applicable service manpower requirements. In addition, skills are determined and established by Acquisition, Technology, and Logistics Workforce. Upon selection, individuals are assigned to a compatible military skill in accordance with Army and Air Force skill classification directives, statutes, and National Guard Bureau regulations. For continued employment, the selected dual status technician candidate must obtain and maintain all compatible service specific military skill requirements in training, education, and/or military certifications within 24 months of hire into the position.

Compatible Military Requirements:

Application will be accepted from applicants within the military grades and MOS categories below:

- Enlisted in the military rank of E6 thru E7 with EMOS of 36B or 51C

- Selected applicant will be required to be assigned to DMOS 36B within 12 months of appointment.
 

*Other Requirements:
– For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
- The applicant must possess or obtain a valid security clearance (Secret or Top Secret) within one year of appointment according to Army or Air Force Personnel Security Program Management Directives.

- The incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.

- Initial hire applicants must complete the certification requirements for their positions within 24 months of appointment.
- Current on-board GS-1102 technician employees must complete the certification requirement for their positions within 24 months of appointment.
- Those current on-board GS-1102 technician employees, who have not completed the training and certification requirements for their current positions, are NOT considered as qualified candidates for promotion consideration to fill vacant contracting positions using Merit Principles.

Qualifications

Minimum Requirements for All ARNG and ANG Civilian Grades and Military Ranks.
1. A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees;
AND
2. At least 24 Semester Hours in any combination of the following studies: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management.

General Experience. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.


Specialized Experience. Defined as specified experiences and competencies (Skills, Knowledge, Abilities, and Behaviors) that prepared the applicant to successfully perform the duties and responsibilities, with the required competency level, as defined by the applicable position description. Each applicant must have the education requirements and validated certifications to qualify for each GS-1102-Grade position.


GS-07, Entry Level One. Must meet positive education requirement. Candidate must have an understanding of the basic principles and concepts of the National Guard Procurement business and/or contracting program requirements and certifications. Applicants should have experiences and training that demonstrates the ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. Those Dual Status Technician applicants, who completed the Contracting Apprentice Course and were awarded the applicable and compatible military skills (ARNG Enlisted MOS 51C; or, the ANG Enlisted AFSC 6C0X1) are considered minimally qualified for the GS-07 position. As a condition of continued employment in the GS-1102-07 positions, employees must complete Level One Certification within 24 months of appointment to their positions.


GS-09, Intermediate Level Two. To qualify, candidate must have Level One Certification awarded. Must meet positive education requirement. Must have at least 12 months of functional contracting experiences and competencies that provided knowledge of contracting principles and procedures to include the following business: Procurement in Pre-Award and Award Contracts; Simplified Acquisition Procedures; Small Business Socio-Economic; Delivery Order / Task Order; Contract Administration; Government Purchase Card program. As a condition of continued employment in the GS-1102-09 position, the employee must complete Level Two Certification within 24 months of appointment to the position.


GS-11, Intermediate Level Two. To qualify, candidate must have Level Two Certification awarded. Must meet positive education requirement. Must have at least 12 months of broadening contracting experiences and competencies that provided full working knowledge and skill in contracting principles and procedures to include the following tasks: Procurement in Pre-Award and Award Contracts, Simplified Acquisition Procedures, Small Business Socio-Economic, Delivery Order / Task Order, Contract Administration, Purchase Card program.

Qualifications are not based solely on time. Qualification factors include experiences and competencies in the Contracting program Series GS-1102. A candidate's competencies are evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria, awarding requirements for military skills and military skill technical training schools are always followed. The applicant's resume package includes military service experiences and/or civilian experiences; military and/or civilian performance reports; training certificates; and educational accomplishments. The resume must clearly demonstrate possession of the competencies needed to fully perform the Series GS-1102 work as defined in the applicable position description's specified grade, certification, duties, and responsibilities. The applicant must qualify for awarding of the established compatibility criteria that includes the military skill assignment, military rank, and military unit of assignment.

Substitution of Education for Specialized Experience. To qualify for GS-1102 positions on the basis of completed graduate education, the graduate education must be in one of –or– be a combination of the following required disciplines: Accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; or, one full academic year of graduate law school, or superior academic achievement in a law school program.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Nevada Army National Guard. This announcement is for a developmental position with a target grade of GS-11. It may be filled at the GS-07 or GS-09 development levels or full GS-11 grade level, please indicate the grade or grades for which you want to be considered. If you do not meet the qualifications for the grade selected, your application will not be given further consideration. If selected at the lower grade level, incumbent may be non-competitively promoted to the next grade level in the time frame allowed by regulations and upon management's request. Promotion is contingent upon satisfactory completion of required training, regulatory requirements and demonstrated ability to perform the duties. Failure to progress to the target grade of GS-11 will be grounds for removal from the technician program.
