Summary

This position is located in the Public Affairs (PA) Bureau, the Office of Press and Relations (PRS). Serves as Public Affairs Specialist responsible for public relations related activities within the Department of State.

This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

Duties

Help

Duties at the GS-12 level are similar to those at the full performance level of GS-13, with progressively more independence and responsibility. Duties include:

  • Developing strategies to proactively inform the press of the Department of State work and respond to media inquiries.
  • Manages all engagement with the press, including all interviews and media interactions for Agency.
  • Evaluates past and present media interactions, develops and/or reviews alternatives for message delivery, assesses potential impact, and provides recommendations to achieve results consistent with department priorities.
  • Guidelines and terms of engagement for conducting specific interviews, briefings or information-sharing sessions, under which circumstances press coverage should be allowed and other general media access issues.
  • Serves as a primary contact for and prepares press guidance for the Department of State Press Office, the White House and other government agencies in anticipation of news media queries regarding programs, activities or personnel.
  • Covers Congressional hearings affecting the DOS matters to assist in providing appropriate background information to news media covering such hearings.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications.

Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying. For the GS-12: Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience monitoring international developments from a variety of sources to identify relevant issues in accordance with U.S. foreign policy priorities.
  • Experience preparing informational materials to be used by the press including press releases, fact sheets, and other background materials.
There is no substitute of education for specialized experience for the GS-12 position.

For the GS-13: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience analyzing and evaluating international developments from a variety of sources to identify relevant issues in accordance with U.S. foreign policy priorities.
  • Experience drafting complex informational materials for the press including press releases, fact sheets, and other background materials.
  • Experience providing appropriate background information to the news media covering Congressional hearings, and clarifying statements and/or responses delivered by senior officials.
There is no substitute of education for specialized experience for the GS-13 position.
