This position is at the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Administrative Management Services Division (AMS), for the Office of Afghanistan and Pakistan Affairs (OAPA), at the United States Agency for International Development (USAID).

As the principal agency for U.S. Government development assistance in Afghanistan and Pakistan, USAID operates in a complex interagency structure, requiring close coordination with the Department of State, Agriculture, Treasury, and the United States Military. OAPA has played a critical role in the effort to combat extremism and promote development in this region. Afghanistan and Pakistan suffer from among the highest incidences of disease, mortality, illiteracy, and poverty in the world. As the incumbent, you will serve as the Division Chief of the Administrative Management Support Division. You will act as a principal advisor to the Assistant to the Administrator and Deputy Directors of the Office of Afghanistan and Pakistan Affairs on the full range of administrative management operations. Help

As an Administrative Officer, your duties will include:

  • Supervising the Team Leaders for the Administrative Management Team and the Field Management Support Team. Establishing guidelines and performance expectations for staff members, which you will clearly communicate through the formal employee performance management system. Making sure that subordinates are trained and fully comply with the provisions of the safety regulations.
  • Using nondiscriminatory practices and affirmative action for the area under your supervision, in the following areas: merit promotion of employees and recruitment, fair treatment of all employees, encouragement and recognition of employee achievements, career development of employees, and the full utilization of employee skills.
  • Serving as a technical resource, assisting in focusing the Office on a broad range of development training activities, recruitment, career development, and in-service training.
  • Providing talking points, briefing memoranda, and other documents relating to personnel and development training strategies, objectives, and accomplishments. Representing the Office and the Agency on task forces, at conferences, and in meetings with other US Government agencies, international aid donors, host governments, and the public.
  • Leading, conducting, or participating in OAPA's multiple management studies and reviews, mainly those reviews with a significant effect on the Agency's organizational structure, policy, processes, and operations.
  • Identifying and developing methods to resolve administrative problems or cope with issues that directly affect the accomplishment of key agency program goals and objectives.

Qualifications

GS-15; You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes experience: (a) planning and carrying out programs in various administrative areas, such as human resources, supply, records management, management and program analysis, or budget; (b) developing long-range program plans, goals, objectives, or milestones to evaluate the effectiveness of programs; and (c) identifying and developing ways to resolve problems or cope with issues that directly affect the accomplishment of an agency's program goals or objectives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

CTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
