Summary

This position is located within the Depot Logistics Aviation Readiness and Resource Analysis Department, Logistics Product Data Division at Fleet Readiness Center Southeast, Jacksonville, FL. The selectee is responsible for technical evaluation of Engineering Change Proposals, including modification changes and bulletins, and provides technical expertise to sponsors on weapon system technical specifications and fleet maintenance and operational requirements, as well as, modifications in scope or mission to current programs and proposals as it relates to integration of these requirements within the program's technical data. He/she executes this responsibility through active and continuous interaction with the program's fleet maintenance community at all levels.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT.  The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions.  This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

This is a public notice announcement; under this recruitment procedure, each location/installation, identified in this public notice will make selections for vacancies as they occur. These positions are being filled under Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice. Positions may be filled as permanent with a full-time work schedule. Pay will vary by geographic location.

Duties

Help

  • Evaluates current and proposed technical modifications to aircraft weapon systems and planning and executing integration and incorporation of these requirements throughout all affected maintenance and operational publications.
  • Researches and evaluates all engineering modifications and technical publication deficiency reports for technical impact on maintenance and operational manuals.
  • Determines the scope of modification impact establishes and chairs fleet technical reviews and conferences to identify problems and develop improvement recommendations for associated maintenance instructions.
  • Interacts with program engineers, technicians, logisticians, and fleet maintenance personnel to develop the acquisition requirements for technical data packages on all program modifications.
  • Authors and edits Interactive Electronic Technical Manuals formatted in S1000D and MIL-STD-3001.
  • Acts as the Program Data Management (PDM) technical data expert for weapon system maintenance procedures and coordinates technical data requirements.

Qualifications

MINIMUM QUALIFICATIONS (Your resume must demonstrate at least one of the following):

GS-11:

A. Have at least one full year (52 weeks) of specialized experience in or related to the work of this position at a level of difficulty and responsibility comparable to the GS-09 grade level or equivalent experience in the public or private sector that has equipped you with the knowledge, skills, abilities, and/or competencies to successfully perform the work of the position.  Qualifying experience includes the following: 1) Performing analysis and verification on technical documentation, providing technical data management processes to include using publishing applications, illustrating and editing maintenance and operational publications; 2) Generating technical data; and 3) Providing inputs on specifications.

OR

B. Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

C. Have a combination of specialized experience as described in A and education as described in B that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience equal 100 percent.

GS-12:

Your resume must demonstrate at least one full year (52 weeks) of specialized experience in or related to the work of this position at a level of difficulty and responsibility comparable to the GS-11 grade level or equivalent experience in the public or private sector that has equipped me with the knowledge, skills, abilities, and/or competencies to successfully perform the work of the position.  Qualifying experience includes the following: 1) Preparing budgets, cost proposals and Statement of Work for aircraft weapon system technical data modification projects including all phases of the budgeting cycle from preliminary proposal to formal change incorporation; and 2) Directing personnel in the performance and application of diverse data analysis techniques associated with technical data development and sustainment in support of complex weapon systems equipment, hardware and software modification projects.

DAWIA: This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. SELECTIVE PLACEMENT FACTOR: This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Experience evaluating data sources and accordingly authoring and editing Interactive Electronic Technical Manuals (IETMs) in S1000D and/or MIL-STD-3001 format using Arbortext publishing software.
