This position supervises a work force of two EKG technicians and two echo cardiographers in the Non-Invasive Cardiology Laboratories (NCL) in Medical Service. The supervisor is responsible for ensuring high quality graphic and cardiac ultrasound reports. Incumbent is responsible for planning directing the work of subordinates based on priorities, capabilities of the employee after considerations of the difficulty and requirement of the assignment.
Other responsibilities include but not limited to:
· Assist with preparation of policy and procedures manual that includes written instructions for carrying out routine procedures, complex procedures and for dealing with non-routine situations.
· Serve as systems manager for the MUSE data storage system. Responsible for cardiac tests storage, editing, transmitting and distribution of reports to physicians for confirmation.
· Ensures preparation of workload reports and helps to develop, justify and submit to highly levels of authority; budgetary, capital equipment and staffing requirements of the NCL based on demands made on the department by patient care wards, outpatient clinics and projection of future demands for service.
· Ensure compliance with regulatory agency standards, including state, federal and The Joint Commission.
· Implements a performance program to continually monitor major functions for quality and appropriateness for diagnostic testing in the NCL.
· planning and directing the work of subordinate technicians, providing instruction and training to new staff,
· interviewing candidates, recommending selections, advancements, promotions, evaluating promotions;
· taking disciplinary action when necessary and identifying education/training needs.
· Participates in the performance of various tests including 2-D echo., assist with TEE, stress test, EKG, Holter, and ambulatory cardiac monitoring.
Work Schedule: Monday Friday, 7:30 a.m. to 4:00 p.m.
Functional Statement Title/#: Supervisor Medical Instrument Technician (Echocardiograph Non Invasive)
Physical Requirements: The work requires long periods of standing, sitting and walking to
complete lengthy examinations. The work involves performing in dark areas and
observing scans produced on monitors. Stretching of the upper body is required
to obtain high quality images on particular areas. Agility is required in
moving gurney patients and assisting in patient lifting.
Basic Requirements:
a. Citizenship. Citizenship of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)
b. Education. There are no specific educational requirements for this occupation. Education may be substituted for experience only at the GS-4 and GS-5 levels. See the grade requirements part of this standard for information regarding educational substitutions.
c. Licensure or Certification. Registration by Cardiovascular Credentialing International (CCI) as a Registered Cardiac Sonographer (RCS) or by the American Registry of Diagnostic Medical Sonographers (ARDMS) as a Registered Diagnostic Cardiac Sonographer (RDCS) is highly desirable. Basic Cardiac Life Support (BCLS) and Advanced Cardiac Life Support (ACLS) certifications are also highly desirable.
Preferred Experience: At least 5 years of experience in acute care setting.
Experience in administrative and professional settings responsible for planning and directing the work of subordinate technicians is preferred.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Grade Determination: GS-09
(a) Experience. At least 1 year experience comparable to the next lower grade level, which is directly related to the duties of the position to be filled, and must fully meet the KSAs at that level. This would be experience which demonstrates possession of the knowledge required in order to provide all aspects of echocardiography services. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*):
(b) Demonstrated Knowledge, Skills, and Abilities. KSAs 1, 2, and 3 are appropriate for all positions at this level. KSAs 4 and 5 are to be used in accordance with their appropriateness for the specific assignment.
1. Knowledge of the more complex examination and treatment procedures and techniques in order to provide training and supervision in these procedures, to evaluate and initiate performance improvement projects, and to write policies, procedures, and protocols, that pertain to Echocardiography.
*2. Knowledge of JCAHO and other regulatory requirements.
3. Ability to communicate effectively and professionally with employees at varying grade levels.
*4. Ability to manage and supervise employees.
