Summary

This position is located in the NOAA Communications Office serving the National Weather Service - College Park, Maryland.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-04 is equivalent to the GS-13/14.

The full perforamnce level is ZA-04.

The individual selected for this position will...

  • Establish and maintains effective relationships with journalists
  • Serve as the Agency spokesperson for NOAA's National Weather Service (NWS).
  • Carries out short and long term strategic communication and public campaign plans and programs to achieve greater understanding of the NWS mission and programs
  • Communicates with media about weather issues and NWS programs; pitches new stories; organizes media interviews and news conferences; informs and coordinates with journalists about NWS activities
  • Evaluates the impact and effectiveness of communication plans and advises managers about possible public and media reactions to proposed statements, plans and actions
  • Writes and edits communications plans, social media posts, news releases, web stories, talking points, fact sheets, letters-to-the-editor and op-eds to increase the public’s understanding about NWS programs, weather forecasting, severe weather events and climate change

  • Building relationships with reporters, editors and producers to cultivate news coverage (i.e. pitch stories, promote organization's mission, etc.)

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. EDUCATION: This position has no positive education requirement.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZA-04:

SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZA-03 or GS-12 in the Federal service is defined as experience in:

ICTAP applicants MUST submit the following documents:

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will review your resume, optional cover letter and supporting documentation to determine if you meet the minimum qualifications for the position.   • Knowledge and planning and analytical methodology and techniques to make in-depth evaluations and analyses over a range of situations and issues.
  • Skills and fostering partnerships with the news media to ensure support for establishing and maintaining effective working relationships with groups interested in or affected by agency programs or policies.
  • Skills and oral communication.
  • Knowledge and skills and written communication for developing materials including news releases, social media posts, web stories about weather forecasting, severe weather events and climate changes.
  • Skill in utilizing social media.
