This position is located in the Mine Safety and Health Administration (MSHA), Coal Mine Safety and Health, District 9, in Denver, Colorado.

Mine Safety and Health Administration's mission is to protect the safety and health of the Nation's miners by determining compliance with federal safety and health standards through inspections and investigations and working cooperatively with the mining industry, labor and the States to improve training programs aimed at preventing accidents and occupationally caused diseases.

This position has promotion potential to GS-08. Promotion Potential: There is no obligation to provide future promotions to you if you are selected. Future promotions are dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and supervisory approval.

This position is outside the bargaining unit.

For GS-07: The duties at the GS-07 level are essentially the same as the GS-08, but are more developmental in nature.

For the GS-08: As the primary assistant to the District Manager (DM) the incumbbent coordinates and tracks the status of ongoing District tasks and projects by contact with Assistant District Managers (ADM) and Supervisors. Coordinates and tracks the status of ongoing District tasks and projects by contact with Assistant District Managers and Supervisors. Incumbent conveys priorities, messages, instructions, information, and requests to management team members regarding activities required by the District Manager and follows up as necessary, reporting actions taken to the District Manager. Serves as an assistant to the coordinators of high-priority areas such as Freedom of Information Act(FOIA) requests, accident investigations and I03(g) complaint processing. Personally requests data and reviews products for accuracy to satisfy procedural requirements, prepares reports and assures all deadlines are met. Receives and screens all visitors and telephone calls to the District Manager. Ascertains nature of call or business of visitors and determines appropriate action. Refers important business and high-ranking visitors to the District Manager; when this is not practical, takes messages for his attention or makes later appointments for the visitors. Refers business requiring engineering or technically qualified responses to the appropriate Division or Branch within the organization. The incumbent is authorized to give out readily available technical information to callers upon determination of their right to receive it.In the absence of the District Manager, in cases that would normally receive the Manager's personal attention, assumes responsibility for insuring that requests for action or information are made known to subordinate staff who can satisfy the inquiry/request. Monitors work in progress for required actions and infonns the District Manager of their status. Incumbent ascertains that all projects are completed timely. When the Manager is absent, but accessible, incumbent evaluates and decides whether important or emergency matters should be brought to the Manager's attention prior to his/her return. Signs correspondence of a non­ technical nature in supervisor's name (signature stamp/electronic signature). Performs special research projects for the District manager which may occasionally involve policy or operational matters. Screens and obtains information from various sources, analyzed and evaluated the information gathered and presents the findings in a clear and concise manner. Based on employee's own knowledge of policy and procedures, makes recommendations to the District Manager based on the findings. Provides a broad range of office automation support to the District's management staff, using a variety of electronic data processing systems and the MSHA LAN systems. This support includes the preparation, compiling and/or editing of correspondence, memoranda, reports, and forms peculiar to MSHA administration, office management, and production of technical manuscripts and reports and involves the use of personal computers linked to printers, optical scanners, modems, and area network systems to store, retrieve, and manipulate data and files necessary for the efficient conduct of the District's business. Data and files are stored and manipulated on a variety of personal computers and the LAN system using advanced functions in word processing, database, spreadsheet, graphics, and e-mail communications software packages such as Microsoft Word, Access, Excel, PowerPoint, Adobe Acrobat, Hummingbird BI Query, Citrix, and Microsoft Outlook. Reviews documents and correspondence prepared by other Manager's assistants for signature of, or requiring coordination with, the District Manager for conformance with regulations, grammar, format, and special policies of the agency. Employee has complete responsibility for assuring that all such documents are correct in these respects. Returns such communications to originator for corrections when not in conformance with known policies, or when correspondence regulations have not been complied with. Gives advice and instructions to subordinate offices through discussion with author or assistant, to obtain higher degree of compliance with general agency policies and correspondence regulations.

Qualifications

Basic Requirement

For the GS-07: One (1) year of specialized experience equivalent to at least the next lower grade level, GS-06, in the Federal service.

For the GS-08: One (1) year of specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal service.

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-07 includes: Served independently as an office assistant, which demonstrated the knowledge, skills, and abilities required for the position. Complied with all the administrative and clerical processes in a large multifacet office. Constructed, monitored, audited and controlled an organized and proficient filing system. Scheduled and coordinated travel, conferences, and meetings. Gathered imperative information for multiple reports, briefings, and conferences; skillfully composed all sorts of non-technical correspondence.

Qualifying specialized experience for GS-08 includes: Served independently as a principal office assistant, which demonstrated the knowledge, skills, and abilities required. Established the efficiently the workflow of administrative and clerical processes in a large multifacet office. Constructed, monitored, audited and controlled an organized and proficient filing system. Scheduled and coordinated travel, conferences, and meetings. Researched, located and gathered imperative information for multiple reports, briefings, and conferences; skillfully composed all sorts of non-technical correspondence.

Proficiency Requirement: You must have a typing proficiency of 40 words per minute based on a 5-minute sample with three or fewer errors. You must have a certificate of proficiency from an organization authorized to issue such certificates or self-certify your proficiency.

Education

As a general rule, education is not creditable, however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
