Summary

This is an excepted service, developmental experience appointment expected to last one year under the OIG Pathways Recent Graduates Program.

RECENT GRADUATES PROGRAM ELIGIBILITY: To be eligible, you must meet the following:

  • Be a recent graduate who has completed, within the previous two (2) years, an associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution such as an accredited technical or vocational school; a 2- or 4-year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum. Certificate program is defined as post-secondary education in a qualifying educational institution equal to at least one academic year of full-time study that is part of an accredited college-level, technical, trade, vocational, or business school curriculum.
  • Veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty; however, eligibility for these veterans cannot exceed six (6) years from the date on which the degree or certificate was obtained. The date of release or discharge from active duty should be later than the date the degree or certificate was obtained.
  • Have 3.0 out of 4.0 cumulative Grade Point Average (GPA).
This position includes a SELECTIVE PLACEMENT FACTOR which is a minimum requirement for the position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor is education or experience in digital forensics, such as collecting, authenticating, analyzing, and reporting on digital information; performing digital forensic work with specialized hardware and software and protocol to comply with laws and court requirements.

The agency may noncompetitively convert a Recent Graduate who is a U.S. Citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the one year, developmental program and meets the OPM Qualification Standards for the targeted occupational series. There is no guarantee for conversion. However, if converted the position may have a full-performance level of GS-14.

In this developmental position, the Recent Graduate will perform the following duties:

  • Utilize forensic tool suites to support operations and conduct digital forensic assignments
  • Create forensically sound duplicates of collected digital evidence
  • Perform IT security handling such as forensic collections and threat analysis
  • Testify in court regarding digital forensic services
  • Prepare forensic analysis reports and summaries of findings

Qualifications

To qualify, you must meet all education, qualification and eligibility requirements by the closing date of this announcement. In addition to meeting the Recent Graduate eligibility and selective placement factor requirements, you must meet one of the following:

Minimum Qualification for the GS-09 level:

Education: 2 years of progressively higher level graduate, directly related, education leading to a master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; OR degree that provided a minimum of 24 semester hours in one or more of the fields previously identified and required the development or adaptation of applications, systems or networks.

OR

Specialized Experience: 1 year equivalent to the GS-07 level in the Federal service performing basic digital forensics assignments; preparing forensic analysis reports; and assisting in on-scene seizures of digital data according to proper digital forensic protocol and chain of custody. All IT-related responsibilities should demonstrate the following competencies: attention to detail, customer service, oral communication and problem solving. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. OR

Combination of Education and Experience: If you possess some, but not all, of the education or specialized experience described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 18 hours (total semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.

You MUST meet the minimum basic educational and/or work experience requirements for Information Technology positions in the Federal government.

Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.

  • The duration of the Recent Graduate appointment is a trial period.
  • This position is being filled under the Pathways Recent Graduate Program that affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs.

The Knowledge, Skills, and Abilities for this position are as follows:

  • Knowledge of concepts and practices in digital forensics, including common tools and techniques.
  • Knowledge of forensic tool suites (e.g. EnCase, Sleuthkit, Forensic Tool Kit (FTK)) and setting up a forensic workstation.
  • Skill in identifying and extracting data of forensic interest in diverse sources (i.e. computers, mobile devices, media forensics) and multiple operating systems.
  • Knowledge of, and skill in applying computer forensics principles.
  • Skill in oral communication to present technical information and concepts in a clear and understandable manner to end users, peers, and management.
  • Skill in written communication to prepare reports and summaries of findings.
