Duties

Help

Conducts studies on radiological emergency preparedness and response and/or radon measurement/decay activities, both scientific and policy oriented, to support guidance and policy development. Develops and provides training to EPA staff, States, Locals, Tribes and other Federal Agencies on field radiological response operations. Develops specific technical standard operating procedures, field Health and Safety Plans, field Sampling Plans and technical data reports. Prepares technical reports, documents and notes on the basis of original work for customer, publication by the Agency or presentation at scientific conferences. Serves on the Radiological Emergency Response Team (RERT) and participates in radiological emergencies and exercises nationwide. Maintains technical skill and proficiency in the use of radiological equipment and instrumentation. Provides technical advice and assistance to EPA Regions, States, local and/or Tribal Governments on matters relating to the development, execution and monitoring of radiological protection policies and programs. Communicates with colleagues, Agency management and other contacts outside the Agency to gain information and coordinate findings.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Medical monitoring is required.

Qualifications

You need a degree or combination of education and experience as described below to qualify for this position.

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-13 level, you need to have at least one year of full time experience equivalent to the GS-12 level defined as: 1) experience conducting investigations and interpreting field data to solve problems for environmental hazards that are contaminating or could contaminate air, soil and/or water; AND 2) experience obtaining technical and scientific information to assesses the impact of radiological hazardous and toxic substances on public health, ecology, and the environment.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: knowledge of technical environmental/scientific work; ability to interpret environmental standards and regulations; ability to develop training; ability to communicate effectively orally and in writing; knowledge of radiation protection and regulations; knowledge of principles, theories and practices of radiation measurements to provide advice and assistance; knowledge of key radiological programs, training, and response operations; ability to respond to radiological situations requiring the incumbent to maintain technical skills and proficiency in the use of radiological equipment; knowledge of sources of contaminants from naturally-occuring and man-made radioactive materials; ability to establish working relationships within and outside the Agency; and knowledge of existing approaches and ability to apply new developments to investigate critical problems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must have a bachelor's degree from an accredited or pre-accredited college or university in one of the following: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; OR a combination of education and experience with education equivalent to one of the majors listed that included at least 24 semester hours in physical science and/or related engineering science.
